Dear Sirs,
For your information, attached is a copy of the Staff's comments concerning
McDonald's Corporation, which was presented before the Conceptual Review
Team on November 2, 1987.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and
additions to these comments may be made at the time of formal review of
this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: November 2, 1987
ITEM: McDonald s Restaurant
APPLICANT: McDonald's Corp., c/o ZVFK Architects, 11 Old Town Square, Suite
200, Fort Collins, CO 80524
LAND USE DATA: Request for 4,000 square foot drive-thru restaurant on a 1.4
acre site.
COMMENTS:
1. Water and Sewer service is available for the site, there are stubs off
of Mason. The water line will need to be looped back to Kensington.
2. A fire hydrant will be needed on the site.
3. The amount of off site improvements the developer will be responsible
for depends 1 amply nn the traffic i moan zt _,,- y.
4. Vacation of easements can now be done on/with the plat.
5. A State Highway Access Permit is required for access onto College.
6. City Staff needs to look at the access as it pertains to the larger par-
cel. The proposed curb cuts must serve the site as a whole, not just
the McDonald's site.
7. The proposed light and "right -in" do not meet current plans as known by
the State and the City. Please have your traffic engineer contact Rick
Ensdor-ff, City Traffic Engineer, regarding details needed in the traffic
study at 221-6608.
8. The Harmony island is not constructed as presented on the drawing.
9. There is a Special Improvement District on the whole site. There will be
repays for these improvements (300,000 was mentioned at the conceptual
review meeting).
10. A drainage report is required. Please note that the site is limited to
.5 C.F.S. per acre release rate which would need to be released in the
existing 42" storm sewer.

11. This site is considered a "major entrance" into the City. Staff will
be looking for special landscape treatments and special architectural
style.
12. Please plan for pedestrian ways which will he able to aid in serving
the whole site.
13. The mechanical equipment must be screened.
14. The U.S. and State flags are the only flags that can be displayed.
