Box 580 Fort Collins, CO 80522 RE: Planning Objectives - McDonald's Master Plan and P.U.D. Dear Board Members: We are submitting a Master Plan and preliminary site plan for the Gateway at Harmony Road P.U.D. for your review. The site is a 4.25 acre tract located at the northwest corner of Harmony Road and College Avenue. The site is bordered on the north by Mini-U Storage warehouses; to the east is a convenience store/gasoline station; to the south is Arbor Plaza; to the west is Wicks Lumber. The site is relatively flat with a 1% slope from west to east. There are three existing mature eastern cottonwoods on the site. There is no other significant vegetation on the site. Land uses proposed for the site include a 55,940 SF site for a McDonald's Restaurant, a 39,078 SF site for a combined car wash/lubrication facility, a 47,716 SF retail site, a 55,934 SF convenience store site and retail tire store site. The plan recognizes the location of the site as a major gateway to Fort Collins by providing substantial green space between parking areas and College Avenue and Harmony Road. These green spaces will contain well landscaped berming which will screen parked cars as well as street trees spaced every 40 ft. Buildings will be planned to be in keeping with both the character of the qateway and the needs of the proposed occupants. The project promotes the following City Planning Objectives: 3. Maximum utilization of land within the City. 14. Urban development standards shall apply to all development within the urban growth area. 15. Development in the urban growth area should be consistent with develop- ment policies set forth in the plan. 21. All levels of commercial development will be discouraged from gaining their primary access from South College Avenue. Planning & Zoning Board December 30, 1987 Page 2 22. Preferential consideration shall be given to urban development propo- sals which are contiguous to existing developments within the City limits or consistent with the phasing plan for the City's urban growth area. 24. All utility extensions should be in conformance with the phased utility expansion portion of the City's comprehensive plan.
