It is recommended that the Petitioner consult with the Larimer County Planning Department prior to filing this application. 1 The following must be submitted to the Larimer County Planning Department: • a. Scaled drawing of: the total property, showing exist.ino and proposed structures, buildings, roads, parkins, and other facilities (five copies or more as requested by staff). Scale 1"=200' b. Completed application form (five copies). c. Written legal description of the property (one copy). d. List of names and addresses of all property owners of record within 500 feet of the subject property (one copy). e. A fee of $165, which includes the cost of legal advertising, postage, notification sign, and the review by County staff. f. A vicinity map (scale of I"=2000'), showing where the property is located ✓, in relation to County roads, rivers, natural features, etc. County zoning map or USGS quad map is acceptable (five copies). 3. Submittal '•dead]ines and hearing dates are indicated on the attached schedule. Recommendation of the Larimer County Planning Commission is made to the Board of County Commissioners, which makes the final decision on the appli- cation. 4. The application is reviewed by Larimer County staff and other interested agencies. It may also be reviewed by any municipality which is within three miles of the subject property. 5. The petitioner must post a notification sign in a conspicuous place on the subject property, as instructed by the Planning Department. Box 2187 1800 Nonb Taft Hill Road Fort Collins, Colorado 80522 (303) 482-7854 During 1987 Sterling Sand & Gravel Company updated and combined four (4) existing mining permits into one (1) comprehensive plan. This new permit was submitted to The Mined Land Reclamation Division and a copy was placed with the Larimer County Clerk for public review and comment. Four (4) weekly public notices were also placed in the Coloradoan newspaper. Sterling Sand & Gravel Company is requesting an additional fifty-nine (59) acres to be added to the permit. We are currently submitting the required information to the Mined Land Reclamation Division as additional acreage only at this time. Final mining and reclamation plans will be submitted as a technical revision prior to mining. This final plan will be in accordance with the master home office plan and will comply with all state regulations. Larimer County regulations and concerns are addressed herein: EXISTING AND PROPOSED ACCESS TO NEAREST PUBLIC ROAD The existing west access to Taft Hill Road for this area is just North of the Poudre River (see Exhibit C-2). No new access is proposed. Crushing and stockpiling of materials will follow the face of mining as is customary with the approved mining plan. LOCATION AND TYPE OF ALL EQUIPMENT AND OPERATIONS ON SITE Initially, the area will be stripped with a scraper and sufficient top soil will be reserved for reclamation. Excess fill dirt will be stockpiled for future use or removed from the site. Dewatering of the pit area will be accomplished by trenching the pit perimeter with a backhoe and pumping to a settling pond with gravity flow to the river. Crushing and stockpiling of aggregate materials will follow the face of mining as is customary with the approved mining plan. A typical crushing operation consists of moving pit run to the crushing plant with a front-end loader, or a dozer, or a backhoe and truck combination. Pit run is fed into a feeder, conveyed to a primary crusher, screened, conveyed to a secondary crusher, wet or dry final screening, and then stockpiled by front-end loaders or loaded immediately into trucks. We Are An Equal Employment Opportunity Employer 59 Acre Amendment Page 2 December 21, 1987 ASSOCIATED PROCESSING Asphalt batch plants and concrete batch plants will not be located on this new proposed area. These processes will be confined to the southwest quarter of Area F (see Exhibit C-2) as previously approved by special review #Z46-85. TYPE, WEIGHT, AND IMPACT OF TRUCKS ON EXISTING TRAFFIC There are three (3) basic types of trucks that typically haul from this location. TYPE % OF TOTAL 1. Tandem Axle 75% 2. Tractor/Trailer 20% 3. Single Axle 5% GROSS VEHICLE WEIGHT 54,000 lbs. 85,000 lbs. 28,000 lbs. A detailed traffic impact study and scenario was done in 1985 by an independent consultant for a previous special review #Z46-85 (enclosed). The scenario is representative of the operations as they exist today, but the traffic count is reflective of an average year. There was a twenty per cent increase in traffic through 1986. A downward trend was evident in 1987 and may well continue. The economy and market place dictate the activeness of the construction industry and the attached traffic survey should serve as a basis for the operation. PLAN FOR STORAGE OF OVERBURDEN AND DISPOSAL OF WASTE MATERIAL AND RUBBLE If excess overburden is to remain on site for more than one year, then it will be seeded with native grasses. No rubble or waste material will be allowed to accumulate of the proposed site. Rubble and waste is placed in a designated backfill area east of Taft Hill and construction equipment not in use is stored near the fabrication shop located east of Taft Hill and north of the river. NO BLASTING WILL OCCUR PLANS FOR MINIMIZING DUST POLLUTION There exists currently three (3) identifiable sources of possible fugitive dust emissions resulting from the operations at the Home Office Mine. 1. Crushing of Aggregates is accomplished on site by means of portable crushing equipment. Generally, the crusher is located on 7'� • is 59 Acre Amendment Page 3 December 21, 1987 the floor of the pit below the surface level and follows the face of mining from set-up. If the pit run has enough retained moisture then additional water is not usually required. If necessary, a 1,000 gallon water tank and a 1 1/2" water pump are available to pump water to a spray bar located prior to the crushing chamber. It is important to note that a fine line exists between adding sufficient water for dust control and adding an excessive amount of water that will limit the efficiency of the screening operation. 2. Haul Roads within the pit are the largest source of fugitive dust, but it is very easily controlled by the use of a water truck or applying commercially available dust control chemical agents to the roadways. Sterling Sand & Gravel Company and related companies have used both methods in the past, but generally rely upon using a water truck as conditions dictate. 3. Processing Equipment such as concrete and asphalt plants will not be located at the proposed 59 acre site. Nearby plants are equipped with bag houses (rather than wet collectors) which meet or exceed all dust pollution regulations as required under the State of Colorado Air Emission Permits. These three (3) potential sources of within our industry and they can be all regulatory agencies. PLANS FOR MINIMIZING NOISE POLLUTION fugitive dust emissions are common controlled to the satisfaction of Construction operations and crushing equipment are conducive to noise. The only buffer that currently exists is between the adjacent residences is Taft Hill Road. Landscaping plans will be commencing in the spring of 1988. A reclamation contractor has been selected to begin seeding and tree plantings as soon as weather permits for the area south of the proposed site and adjacent to Taft Hill Road. This should help minimize the noise from the crushers as well as the visual impacts. (See additional landscaping plans.) The Mine Safety Health Administration (M.S.H.A.) also monitors all crushing for safety as well as monitoring each plant for noise limits acceptable within the standards set forth in the construction industry. ADDITIONAL LANDSCAPING PLANS Sterling Sand & Gravel Company will be commencing with the tree screening plan as required by the previous special review permit number Z46-85. The planting detail was approved by the County Forester and these recommendations will be utilized in the proposed 59 acre 59 Acre Amendment Page 4 December 21, 1987 amendment. The reclamation and plantings will occur concurrently with mining and sloping as it progresses northward along Taft Hill Road. RIGHT-OF-WAY AND SECURITY FENCING A fifty (50) foot right-of-way will be deeded to Larimer County and security fencing along the 50 foot right-of-way will be established after sloping and top soil replacement. No mining will occur within twenty-five (25) feet of the new right-of-way easement. MINING AND RECLAMATION TIMETABLE Mining for the proposed 59 acre acreage is tentatively set for 1992 through 1997. Reclamation will be concurrent with mining as set forth in the Master Reclamation Plan (see Home Office Mine Permit). As per usual, these dates are tentative as the economy and market conditions dictate the rate of mining. • •
