Re: Request for a Site Characterization Report (SCR) for Hospital Texaco, 949 E. Prospect Rd., Fort Collins,
Larimer County, Colorado (Event ID #14088, Facility ID #2487)
Dear Richard & Pam Dunlap:
The Division of Oil and Public Safety (OPS) has received notification of a confirmed release on June 4, 2021, that
was discovered May 28, 2021, at the above-referenced address. As the owner/operator responsible for the
release, OPS requests that you perform a Site Characterization according to the Petroleum Storage Tank
Regulations and the Petroleum Program Guidance.
The purpose of Site Characterization is to define the extent of release source area(s), determine the distribution of
contamination in the subsurface, determine if points of exposure are impacted or potentially impacted, evaluate all
exposure pathways, and determine whether active remediation is needed. Appropriate pilot testing should be
completed and reported in the SCR if active remediation is needed. You should obtain access to off-site
properties, including rights-of-way, if the extent of contamination is beyond the release property boundary.
Site characterization results should be submitted to OPS within 180 days of the release discovery (by November
24, 2021) using the combined format provided on the OPS website. Failure to submit a complete SCR within 180
days will result in violation of the regulations and will subject you to penalties and enforcement as described in the
Petroleum Storage Tank Statutes.
OPS encourages you to retain a Recognized Environmental Professional (REP) to complete the Site
Characterization activities described. Responsible parties must identify a REP in order to seek reimbursement
from the Petroleum Storage Tank Fund within the Reasonable Cost Guidelines.
