HomeMy WebLinkAboutMONTAVA - PHASE E TOWN CENTER - BDR220003 - MONTAVA SUBMITTAL DOCUMENTS - ROUND 1 - PROJECT NARRATIVEAugust 17, 2022 Montava Phase E Project Information and Design Narrative Montava Development, LLC is pleased to submit this initial application and design for Phase E of the approved Montava PUD Master Plan. Phase E was previously reviewed as a part of a Preliminary Design Review (#210015) in August 2021. This Phase E application follows the submittal of Phase G and its accompanying plans for the non-potable irrigation pond, Timberline Road and its intersection improvements, all of which are currently under review by City staff. As we have previously discussed and coordinated with Development Services staff, the submittals for our projects will be staggered in an effort to work with the City in a more efficient process. Phase E lies within transects T4 and T5 of the Montava PUD Master Plan. Pursuant to the PUD Master Plan and the Uses, Densities and Development Standards, the proposed uses in Phase E trigger Basic Development Review (BDR). As with previous submittals, this initial BDR submittal will meet the initial level detail in a typical first round submittal PDP rather than simply submitting final plans as the BDR process allows. This should help us to improve the quality of our designs from City staff comments and “lessons learned” on previous submittals. We are planning a future outreach meeting to introduce Phase G and the Timberline Road plans to the community and we will include the Phase E plans in those conversations. Phase E lies north of Mountain Vista Drive and east of the new extension of Timberline Road, Phase G and the future City community park. Phase E will also be adjacent to the future Montava Town Center. Currently, only single family attached (205 units) and single family detached (41 units) housing is proposed in Phase E. There are no mixed use, commercial or multi-family uses proposed at this time, but we are platting several tracts for future development where these uses are possible, subject to future approval. Also included in Phase E is the tract of land that is planned for a City Recreation Center and park which is continuing to be discussed with the City. The Phase E site is approximately 47 acres of undeveloped land currently being used for agricultural operations. The site is mostly vacant with the exception of fields, a small farm house, a few trees adjacent to the farm house and aerial power lines currently operated by Xcel Energy. Phase E will connect to the future extension of Timberline Road which is being reviewed by City with Phase G. Construction of Timberline Road is planned to start before the approval of Phase E and will connect to that project. Also included in Phase E will be a non-potable irrigation system that will be served by the future non-potable irrigation pond in Phase G. Supporting reports by the design team, geotechnical reports, an environmental characterization study, an overall phase 1 environmental study, traffic impact studies for Phase E and the overall site are included with this submittal. Additional information may be provided or updated as requested by staff. We are very excited to continue the Montava development process with the City and look forward to approvals and permits to start construction of the newest master planned community in North East Fort Collins.
