Dear Mr. Day, This proposal is not in conformance with the INTERGOVERNMENTAL AGREE- MENT FOR THE FORT COLLINS URBAN GROWTH AREA, therefore our staff is recommending denial to the Fort Collins Planning and Zoning Board. A copy of the staff report outlining our reasons for denial is attached for your review. The following comments are directed towards the technical aspects of the plan: 1. The proposed streets do not meet City Standards for Urban Development. We require curb, gutter and sidewalk and 36 foot wide streets within 54 foot ROW. 2. Provide minimum 240 foot center line radius on local streets. 165 foot center line radius would be acceptable in cul de sacs with a variance approved. 3. Medians should be eliminated. 4. The transition to narrower street on Midland is too short. Use 40 MPH design speed if this condition remains. 5. Pavement width on Midland is too,narrow. Use 20 foot minimum paved area. 6. The traffic study refers to Turman Drive access on Highway 287 for signal spacing instead of Midland. 7. No information on left stacking distance is provided. 8. Trip generation rates should be higher given retail and restaurant land uses. 10. How will traffic from surrounding land uses function on Midland? 11.
