Tom Peterson, 4 Linda Ripley, Director of Planning Senior Planner RE: Midland Greens PUD, County Referral The Planning Department has received a County Referral for a project located within the open space corridor between the Fort Collins and Loveland Urban Growth Areas. Midland Greens PUD, located east of Highway 287 and south of Colland Center is a proposal for 71 single family units on 70.50 acres and also a request to rezone 8.42 acres adjacent to Highway 287 from FA -Farming to C -Conmlercial . The proposal is inconsistent with the LAP-= 00UNi'Y LAND USE PLAN and INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLS URBAN GROWTH AREA. These docimlents define land use policies for the area beyond the Urban Growth Area, but within the area of joint planning concern. The INTERGOVERNMENTAL AGREEMENT states that Low Density Single -Family Residential (2.29 acres per dwelling unit) and Open Space are the only land use types allowable within the Rural Non -Farm Development Area, as defined in that document. Midland Greens P.U.D. proposes commercial development and a residential density of 1.0 dwelling unit per acre. The intent of the INTERGOVERNMENTAL AGREE= and the purpose of the Rural Non -Farm designation is to insure a geographic and visual separation between Loveland and Fort Collins. To approve a development of this type at this location jeopardizes this separation and erodes the validity of the INTERGOVERNmENTAL AGREEMENT, therefore Staff is recommending denial. The project is scheduled to be heard by the Fort Collins Planning and Zoning Board at their regular meeting February 22, 1988 and by the Larimer County Planning Camission on March 23, 1988. In the interim, Ttm Peterson, Ken Waido and Linda Ripley will be meeting with Henry Baker, Larimer County Planning Director to discuss alternative design approaches that would allow development to occur without compromising the intent of the "Rural Non -Farm Development Area" .
