For your information, attached is a copy of the Staff's comments concerning
E.D.S. Preschool and Enrichment Program, which was presented before the
Conceptual Review Team on February 22, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: February 22, 1988
ITEM: E.D.S. Preschool and Enrichment Program
APPLICANT: Ms. Susan Widhalm, Ms. Jan Henderson, and Mrs. Nancy Kraush-
aar, 900 Bitterbush, Fort Collins, CO. 80526.
LAND USE DATA: Request approval for a child care center in a single fam-
ily home located at the northwest corner of Horsetooth and Riva
Ridge Drive in the Warren Farm P.U.D. on Tract A.
COMMENTS:
1. Both single and three phase power are available in the area. All normal
development charges for a commercial use would apply. A commercial
form must be filled out for the Light and Power Department.
2. It is apparent from the site plan that there will be more impervious surface
for parking than a typical single family home. A letter from an engineer
should be provided stating that the Warren Farm retention pond is still
adequate and will be capable of handling the anticipated runoff associated
with this site. The retention pond was designed by RBD Engineering.
3. Please be advised that gravel parking is not allowed.
4. The driveway curb cut on Riva Ridge Road is not in conformance with
the requirement that it be 25 feet from the intersection. The site plan
shows a distance of only 20 feet.
5. The proposed parallel parking in the driveway would cause blocking during
a drop off or pick up. This is inadvisable. Please consider redesigning
the parking stalls so a free travel lane will remain available during a
typical drop off and pick up.
6. The following space requirements are calculated for a maximum of 45
students:
1800 square feet interior floor area (excludes restrooms, kitchens, hallways,
closets, etc.)
4850 square feet of outdoor play area (must be defined by a six foot solid
screen fence)
7. The Water and Sewer Department will consider this a commercial use and
will require a water tap.
8. Please work with the project planner in researching the design guidelines
associated with the Warren Farm P.U.D. The design treatment along West
Horsetooth Road and Riva Ridge will contribute to quality streetscapes in
the City.
9. A neighborhood meeting has been scheduled for March 3, 1988 at the
Southside Baptist Church located at 620 West Horsetooth Road. The hours
are from 7:00 to 9:00 P.M. Please make copies of an 8 1/2 x 11 fact sheet
in addition to any other site plans, graphics, or visual aids.
10. Due to a conflict of interest with the new site, Linda Ripley will no
longer be the project planner. Ted Shepard has now been assigned the
project. It is advisable that the project planner be contacted a few days
before the neighborhood meeting to review the details.
