Scavo 2955 West Stuart Street, #1 Fort Collins, CO. 80526 OWNER: Same As Applicant PROJECT DESCRIPTION: This is a request for approval of a replat of the Silver Oaks Paired Housing PUD. The purpose of the replat is to subdivide each of the approved 10 lots into 2 lots to provide an individual lot for each of the 20 approved housing units in the PUD. The property is located north of West Horsetooth Road and west of Auntie Stone Street and is zoned RLP - Low Density planned Residential. Olander Elementary School is located directly north of this development request. RECOMMENDATION: Approval EXECUTIVE SUMMARY: This request for a replat of the PUD: Is in conformance with the approved Silver Oaks Paired Housing PUD; is in compliance with Article V, Sections 29-623 through 29-643 of the Subdivision section of the City Code. Background: The surrounding zoning and land uses are as follows: N: RLP; existing school (Olander Elementary) S: M, M-1 in Larimer County; existing single family residential (Springfield Subdivision) E: RLP; existing single family residential (Silver Oaks PUD) W: FA-1 in Larimer County; vacant (City -owned southwest park site) The property was annexed into the city with the Ken -Mark annexation in January, 1979. The Horsetooth West Overall Development Plan (ODP) was approved by the Planning and Zoning Board in 1988, was amended and approved in 1992 as the Silver Oaks Amended ODP, and was again amended in 1994 as the Second Amendment to the Horsetooth West ODP. In all three cases, the subject property has been identified as Parcel G and approved for multi -family residential. 2. Land Use: This is a request for approval of a replat of the Silver Oaks Paired Housing PUD. The purpose of the replat is to subdivide each of the approved 10 lots into 2 lots to provide an individual lot for each of the 20 approved housing units in the PUD. The number, design, and orientation of the residential units and the landscaping of the project will not change with this replat. Therefore, the request is in conformance with the approved Silver Oaks Paired Housing PUD. 3. Design: The number, design, and orientation of the residential units and the landscaping of the project will not change with this replat. All parking requirements and signage allowances are still subject to the approved Silver Oaks Paired Housing PUD. 4. Neighborhood Compatibility: The proposed development was evaluated against the Neighborhood Compatibility Criteria (All Development Criteria) in the Land Development Guidance System at the time that it • • Silver Oaks Paired Housing PUD, Subdivision Replat, Lots 1-10, Tract "C" and Tract "D", #14-88N January 27, 1997 P & Z Meeting Page 3 went through the PUD development review process. It was considered to be compatible with surrounding areas and land uses at that time. The replat only adds property lines between the paired (attached) housing as approved, which does not change the nature of compatibility. 5. Transportation: This development gains its access from one curb cut onto West Horsetooth Road, near the west end of the project, and from one curb cut onto Auntie Stone Street, at the northeast corner of the project. FINDINGS OF FACT/CONCLUSIONS: In evaluating the request for the Silver Oaks Paired Housing PUD - A Subdivision Replat of Lots 1 - 10 and Tracts 'C' & 'D', staff makes the following Findings of Fact: It is in conformance with the approved Silver Oaks Paired Housing PUD. It is in compliance with Article V, Sections 29-623 through 29-643 of the Subdivision section of the City Code. RECOMMENDATION: Staff recommends approval of the Silver Oaks Paired Housing PUD - A Subdivision Replat of Lots 1 - 10 and Tracts 'C' & 'D' - #14-88N lit.
