Dear Mr. Hattman,
City Staff has reviewed your submittal for Silver Oaks Paired
Housing PUD- Final, and offers the following written comments:
1. Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. US West will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Utilities Commission.
2. Telephone facilities generally occupy rear lot utility
easements, which must be located on terrain which permits
trenching operations.
3. The developer is responsible for provision of all trench,
street crossings, and ditch crossings for telephone facilities
within the project, and the developer pays up front
construction costs for facilities within the development.
4. Any relocation of existing telephone facilities required by
these plans will be paid for by the developer.
5. US WEST would require a utility easement across the east side
of Lots 3 and 4.
6. Public Service asks you to consider 6' side lot easements so
that one service can go in and branch to 2 paired housing
units. You will need 13' minimum utility easements from back
of walk to rear of easement.
7. Please include a note on the landscape plan that no trees are
to be planted within 4' of any gas lines.
8. The north side of the private drive shall be signed "no
parking" and the curb painted red to signify a fire lane.

9. Please describe outer boundary monuments on the plat. There
is an "out of place" bearing and distance on the south side of
Lot 8. Include radii on all curves of the plat. Label the
point of beginning. State the scale on the plat (1"=30' ?)
10. Include a note on the landscape plan stating that a free
permit is needed from the City Forester prior to planting,
removing, or pruning trees in the City right-of-way.
11. The City Parkland fee is currently $779.00 per dwelling unit
and is collected at the time of building permit issuance.
12. Street oversizing fees are $584.00 per dwelling unit and are
collected at the time of building permit issuance.
13. The community park to the west will have lighted facilities,
heavy use, and high traffic volumes during peak use periods.
Future home buyers should be made aware of this potential.
14. Parks and Recreation would like to discuss alternatives for
providing bike access to the future park. Please contact
Leslie Bryson. The question is whether there will be a bike
lane painted onto Horsetooth Road along this property, or
whether the sidewalk should be widened to accommodate both
bikes and pedestrians.
15. According to staff s calculations, 14 of the 20 homes meet the
solar definition, for a total of 70%. Please correct note
#18. Or you could simply state that 80% of the lots meet the
requirements of the solar orientation ordinance. Solar
orientation information needs to be added to the plat, both in
symbol form and as a note.
16. Please consider the location of the three blue spruce (PP)
trees proposed for the area between the school yard and drive.
These trees could eventually get too large for that space.
Staff suggests that you trade these out for Pinon Pine (PE)
which don't get so large. The same is true for the blue
spruce proposed on the south side of the houses. These should
be moved back towards the street. They will also shade the
south side during winter months.
17. Street trees along Horsetooth Road should be spaced at 40'
intervals, when they don't conflict with street lights. Staff
would like to see additional trees along this street (4-5).
18. Typical setbacks or building envelops need to be specified on
the site plan.
19. Add the word "depth" to the end of landscape note #2• Three
drip emitters are needed for each tree, if used for trees.
Wrapping should be removed in the spring. (see note #10)
This concludes staff comments at this time. In order to stay on
schedule for the May 23, 1994 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due May 6th by 8:30 am for Final Review (2
sets of plans),
PMT's (one PMT of each plan sheet), colored renderings, and 8
prints are due May 16th.
Final mylars and other documents are due as soon as possible
following the hearing.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing, for all PUD1s. If not, a condition will be placed on
the project giving you 30 days to finalise the plans and
agreement, after which time, you must submit a request for an
extension, to the Planning and Zoning Board.

erosion control calculations with the drainage report.
- Please sign and stamp the report.
- Please fill in the construction sequence chart provided on the
plan.
- The detention pond is required to have one foot of freeboard. If
YOU still wish to request a variance, please justify your
reasoning.(please explain the calculation on sheet 9 in the
drainage report.
- Please delineate the detention pond overflow spillway on the
drainage plan, where will it spill? Will it overtop into Horsetooth
road?
