Mr. Scavo:
Our subsurface exploration report concerning the referenced project was submitted to your attention
on February 28, 1996. At that time, we provided preliminary pavement sections for the interior
streets and Horsetooth Road using assumed Hveem stabilometer R-value support numbers. The
laboratory testing has been completed on the subgrade materials and final pavement section
recommendations are provided with this report based on those laboratory test results.
A Hveem stabilometer R-value of 11 was determined in laboratory testing on the subgrade materials.
That R-value corresponds to a resilient modulus value of 7105 using the American Association of
State Highway and Transportation Officials (AASHTO) correlation between R-value and resilient
modulus. Pavement section recommendations based on that R-value are shown below in Table 1.
The pavement sections were evaluated using the AASHTO design guidelines in accordance with
City of Fort Collins design criteria.

The EDLA rating for the interior streets is an assumed value based on previous experience within
the City of Fort Collins. We understand the streets will be private streets and, as such, EDLA
loadings are not provided by the City of Fort Collins. An approximate EDLA rating for Horsetooth
Road was obtained from the City Engineering Department; that EDLA was used as the pavement
design.
Surface course asphalt for use in the pavement section should be compatible with City of Foie
Collins criteria for SC I or SC II blends. Base course asphalt should be compatible with City of Fort
Collins criteria for plant mix bituminous base (PMBB). Aggregate base should be consistent with
Colorado Department of Transportation (CDOT) requirements for Class 5 or Class 6 aggregate.
Portland Cement Concrete for use in pavements should be air entrained with a design 28-day
compressive strength of 3500 psi.
