RE: Bloom Filing Two – Corner Intersection Sight Distance Variance Request
Dear Sophie Buckingham,
Galloway, on behalf of Hartford Homes and in support of the Bloom Filing 2 project currently
under review, is requesting a corner intersection sight distance variance for the drive/approach on the
east side of Flourish Lane, just north of the intersection of Flourish Lane and Crusader Street.
A) Identification of the standard to be waived or varied and why the standard is
unfeasible or is not in the public interest.
The City of Fort Collins typically requires a corner intersection sight distance of 520’ for a major street
with design speed of 35 mph, as indicated on Figure 7-16 of the LCUASS standards. Flourish Lane
extends approximately 125’ south of the indicated intersection, then makes a 90-degree turn to the
west, turning to Crusader Street. Because of this 90-degree turn, the intersection site distance looking
south of the indicated approach with Flourish Lane is cut short and a 520’ sight distance is not feasible.
Given the sharp 90 degree turn, the speed of traffic approaching from the south will naturally be much
slower.
B) Proposing Alternate Design. Identification of the proposed alternative design
or construction criteria.
Galloway is requesting that the required corner intersection sight distance of 520’ be waived at the
indicated access, as the 90-degree turn from Crusader Street to Flourish Lane will reduce traffic
speeds. Thus, a reduced sight distance is acceptable. The sight distance provided by the proposed
layout is approximately 160’ line-of-sight and 200’ vehicle path.
C) A thorough description of the variance request including impact on capital
and maintenance requirements, costs, and how the new design compares to
the standard.
Sight concerns with the variance have been addressed and discussed with the City, who were
provided with a Sight Triangle Exhibit for review. This exhibit has been submitted with this application.
There will be no impact to capital and maintenance requirements, or costs. The variance is requesting
that the required intersection sight distance be waived, as a reduction in traffic speeds is expected due
to the 90-degree turn south of the access.
D) Justification. The Professional Engineer must determine and state that the
variance will not be detrimental to the public health, safety and welfare, will not
reduce design life of the improvement nor cause the Local Entity additional

maintenance costs. The proposed plan (as varied) must advance the public
purpose of the standard sought to be varied equally well or better than would
compliance with such standard.
The justification for this variance is the reduction in traffic speeds due to the 90-degree turn south of
the indicated access. There is no impact on public health, safety, or welfare of the future homeowners.
