HomeMy WebLinkAboutSILVER OAKS, 1ST FILING - FINAL - 14-88G - CORRESPONDENCE - STAFF'S PROJECT COMMENTSand Environmental 50ices Planning Department City of Fort Collins November 16, 1992 Mr. Dick Rutherford Stewart and Associates 103 South Meldrum Street Fort Collins, CO 80521 RE: Silver Oaks P.U.D., First Filing, Final Dear Dick: The Planning Department has coordinated its interdepartmental review for the above referenced item. The following comments are offered: 1. As submitted, the P.U.D. is incomplete. The plans cannot be reviewed without a Drainage and Erosion Control Report prepared according to the City of Fort Collins Storm Drainage Design Criteria. Consequently, the project review is behind schedule for the December Planning and Zoning Board hearing. The Stormwater Utility will review the Drainage Report and Erosion Control Plan when it is submitted. If, in the judgement of the Stormwater Utility, the Reports are substantially incomplete, then the project may be forwarded to the January hearing. 2. U.S. West has commented that a review of the plans should not be construed as a commitment that telephone facilities are available to serve the project. Also, rear lot utility easements must be located on terrain which permits trenching and is free from conflicts with fences and ditches. The proposed fence articulations apparently would obstruct the utility easement unless special provisions are made. The two foot concrete pans should be moved to one side of the easement to leave room for telephone cables, and the developer should provide conduit sleeves under the pan at each telephone pedestal location serving lots backing up to the easements with concrete pans. Side lot utility easements should be provided between Lots 53 and 54. The easements along the east side of Lots 32 and 33 should be wider (12 foot minimum) if gas lines will also be located there. 281 North College Avenue • P.O. Bov 580 • Fort Collins, CO 80322-0580 • (303) 221-0 30 0 A 15 foot by 30 foot pocket easement for three large telephone equipment cabinets would be required in the general vicinity of the southeast corner of the P.U.D. The developer is responsible for provision of all trench and street crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. The utility plans do not show the telephone cable along the west side of Taft Hill Road. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. 3. The Public Service Company requests that an 8 foot wide utility easement adjoining the north line of Bronson Street be continued through the unplatted ground between Lots 55 and Tract C. 4. The planting of the street trees must be closely coordinated with the City Forester and Public Service Company. PSCo requests that trees be kept a horizontal distance of four feet from underground gas lines. The City is willing to facilitate a coordination meeting if necessary. 5. Light and Power has provided the perimeter street lighting plan for the new street lights along Taft, Horsetooth and Auntie Stone Street. This plan is enclosed. Large shade trees should be kept a minimum of 40 feet away from street lights. Ornamental trees may be allowed no closer than 15 feet from street lights. 6. Please note that conifers cannot be planted as street trees between the sidewalk and the curb. It is suggested that the Ponderosa Pine be replaced with Shademaster Honey Locust. It is also suggested that spacings along the street be as uniform as possible given the requirements of the minimum distances from street lights. 7. The use of shrubs along the two sidewalks connecting the cul-de-sacs to Horsetooth Road may create a long term maintenance burden for mowing. It is suggested that the shrub beds be replaced with one additional shade tree, per cul-de-sac. 8. Both the P.U.D. and plat should provide notation stating that perimeter landscaping along West Horsetooth and Auntie Stone Street shall be maintained by the homeowner's association or the adjacent homeowner. 9. The Poudre Fire Authority requires an additional hydrant at Lot 32. 10. Tracts A and B should be specifically dedicated on the plat as bike and pedestrian paths. Notation should state that these paths are to be maintained by the homeowners association. 11. The P.U.D. should indicate that for the two paths, Tracts A and B, the side yard fencing cannot exceed 48 inches in height from the front building line to the front property line. It is suggested that this fencing be an open design such as split rail or western rail. A good example of this is where Scarborough Drive ends and a path leads to Rolland Moore Park. Open fencing within the front setback area is more attractive and removes blind spots for pedestrians, bicyclists, and motorists. 12. Similarly, at the openings of the two cul-de-sacs, precautions should be taken with fence height and open character so that bicyclists and pedestrians are not impeded by blind spots where the path meets the cul-de-sac. The same limitation as to height and open character should apply. 13. Staff applauds the fence design and the four articulations along Auntie Stone Street. The five foot height is certainly more attractive than the six foot height. Have you considered a top rail along the top of the perimeter fence? A top rail helps to "finish" the fence appearance and further helps to minimize the stockade or picket look. The fence design approved by Rupp, Niesent, and Scavo includes the top rail. A good example of where the top rail is successful is Oak Ridge Village patio homes. An example of where the lack of a top rail is evident is Quail Hollow along Drake Road. Please investigate adding this element to the fence along Auntie Stone and Horsetooth. 14. The plat should indicate and describe the monumentation and how the outer boundary is monumented. All control monumentation necessary to establish the boundary must be described. 15. The plat should state in notation form the purpose of Tracts A and B. This concludes Staff comments at this time.
