INTRODUCTION This Transportation Impact Study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed Heartside Hill residential development. Heartside Hill site is located in the northwest quadrant of the Lemay/Trilby intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project developer (CARE Housing), the project planning consultant (TB Group), the project engineering consultant (Highland Development Services), and the Fort Collins Traffic Engineering staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines contained in the “Larimer County Urban Area Street Standards” (LCUASS). Appendix A contains the Transportation Impact Study Base Assumptions form and related attachments for Heartside Hill. The study involved the following steps: • Collect physical, traffic, and development data; • Perform trip generation, trip distribution, and trip assignment; • Determine morning and afternoon peak hour traffic volumes; • Conduct capacity and operational level of service analyses on key intersections; • Analyze signal warrants; • Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation. This TIS is a revision of the “Heartside Hill Transportation Impact Study” dated November 2021 and May 2022. It addresses City staff comments about that transportation impact study in a letter dated April 27, 2022, a change in the number of units, and a change in access to Trilby Road. This revision also addresses a change in the number of units and access through the site from the May 2022 TIS. DELICH Heartside Hill TIS, July 2022 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Heartside Hill site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily residential. There are residential uses surrounding the site. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. The center of Fort Collins is to the north of Heartside Hill site. Streets The primary streets near Heartside Hill site are Lemay Avenue, Trilby Road, and Brittany Street. Figure 2 shows the current geometry at the key intersections. Lemay Avenue is east of (adjacent to) the proposed Heartside Hill site. Lemay Avenue is a north-south street designated as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, Lemay Avenue has a four-lane cross section (with a center lane) in this area. At the Lemay/Trilby intersection, Lemay Avenue has northbound and southbound left-turn lanes, a through lane in each direction, and northbound and southbound through/right-turn lanes. The Lemay/Trilby intersection has signal control. At the Lemay/Brittany-Hawkeye intersection, Lemay Avenue has northbound and southbound left-turn lanes, a through lane in each direction, and northbound and southbound through/right-turn lanes. The Lemay/Brittany-Hawkeye intersection has stop sign control on Brittany Street and Hawkeye Street. The posted speed limit on Lemay Avenue is 40 mph in this area. Trilby Road is south of (adjacent to) the proposed Heartside Hill site. Trilby Road is an east-west street designated as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, Trilby Road has a two-lane cross section. At the Lemay/Trilby intersection, Trilby Road has an eastbound and westbound left-turn lane, a through lane in each direction, and an eastbound and westbound right-turn lane. At the Trilby/Brittany intersection, Trilby Road has eastbound and westbound left-turn lanes and a through/right-turn lane in each direction. The Trilby/Brittany intersection has stop sign control on Brittany Street. The posted speed limit in this area is 40 mph. Brittany Street is north and west of (adjacent to) the proposed Heartside Hill site. It serves the residential subdivision to the north and west of the site. Brittany Street is a north-south street designated as a collector street on the Fort Collins Master Street Plan. Currently, Brittany Street has a two-lane cross section in this area. At the Lemay/Brittany-Hawkeye intersection, Brittany Street (west leg) and Hawkeye Street (east leg) has an eastbound left-turn lane, an eastbound through/right-turn lane, and all westbound movements combined in a single lane. At the Brittany/Westbourn-Church Access, Brittany/Edgeware-Church Access, and Buchanan intersections, Brittany Street has all movements combined in single lanes. The posted speed limit on Brittany Street is 25 mph. Westbourn Circle, Edgeware Street, and Buchanan Street are local streets on the Fort Collins Master Street Plan. At the Brittany/Westbourn-Church Access, Brittany/Edgeware-Church Access, and Brittany/Buchanan intersections, Westbourn Circle, Edgeware Street, and Buchanan Street have all movements combined in single lanes. There is no posted speed limit on Westbourn Circle, Edgeware Street, and Buchanan Street. Existing Traffic Recent peak hour traffic volumes at the Lemay/Trilby, Lemay/Brittany-Hawkeye, Brittany/Buchanan, Brittany/Edgeware-Church Access, Brittany/Westbourn-Church Access, Trilby/Brittany, and Trilby/Eagle Tree Access intersections are shown in Figure 3. The counts at the Lemay/Trilby intersection were obtained in November 2018 (City counts). The counts at the Lemay/Brittany-Hawkeye, Brittany/Buchanan, Brittany/ Edgeware-Church Access, Brittany/Westbourn-Church Access, and Trilby/Brittany intersections were obtained in June 2021. Raw count data is provided in Appendix B. Since the counts at the Lemay/Trilby intersections were done before COVID-19, a comparison was conducted with the recent (2021) counts along Lemay Avenue and Trilby Road to determine if any adjustments are needed. It was determined that the volumes along Lemay Avenue and Trilby Road should be increased. The adjusted recent peak hour traffic volumes at the key intersections are shown in Figure 4. There are two accesses to the Eagle Tree Apartments located in the southwest quadrant of the Lemay/Trilby intersection. Currently, they are both full-movement intersections. Peak hour traffic at the Trilby/Eagle Tree Access was estimated based upon the calculated trip generation for the Eagle Tree Apartments and traffic assignment of those vehicle trips. Existing Operation The Lemay/Trilby, Lemay/Brittany-Hawkeye, Brittany/Buchanan, Brittany/ Edgeware-Church Access, Brittany/Westbourn-Church Access, Trilby/Brittany, and Trilby/Eagle Tree Access intersections were evaluated using techniques provided in the 2016 Highway Capacity Manual, 6th Edition. Using the morning and afternoon peak hour traffic shown in Figure 4, the peak hour operation is shown in Table 1. Calculations forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2016 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial/collector, arterial/local, collector/local, and local/local stop sign controlled intersections; acceptable operation is considered to be at level of service D, overall and level of service F, for any approach leg. The City’s existing signal timing was used at the Lemay/Trilby intersection. The Lemay/Trilby, Lemay/Brittany-Hawkeye, Brittany/Buchanan, Brittany/ Edgeware-Church Access, Brittany/Westbourn-Church Access, Trilby/Brittany, and Trilby/Eagle Tree Access intersections currently meet the Fort Collins operational criteria with existing control and geometry in the morning and afternoon peak hours. At the Lemay/Brittany-Hawkeye intersection, the calculated delay for the eastbound left- turn movement and eastbound approach are commensurate with level of service E in the afternoon peak hour. At the Trilby/Brittany intersection, the calculated delay for the northbound and southbound left-turn movements are commensurate with level of service E in the afternoon peak hour. Pedestrian Facilities There are sidewalks along both sides of Lemay Avenue, Trilby Road, Brittany Street, Hawkeye Street, Westbourn Circle, Edgeware Street, and Buchanan Street, except for a portion along the south side of Brittany Street, adjacent to this development. Sidewalks will be incorporated within and adjacent to this development. Bicycle Facilities There are bicycle lanes along Lemay Avenue and Trilby Road within the study area. Transit Facilities Currently, this area of Fort Collins is not served by Transfort. DELICH Heartside Hill TIS, July 2022 ASSOCIATES Page 11 III. PROPOSED DEVELOPMENT Heartside Hill is a proposed residential development consisting of 9 single family dwelling units, 72 multi-family dwelling units, two group home dwelling units, a 1000 square foot office, and a 100 student daycare. Figure 5 shows the site plan of Heartside Hill site. The short range analysis (Year 2026) includes development of the Heartside Hill and an appropriate increase in background traffic, due to normal growth, and other approved developments in the area. The site plan shows that the Heartside Hill will have access to/from Trilby Road and Brittany Street. The Trilby Road connection will allow ¾ access. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contained in Trip Generation, 11th Edition, ITE was used to estimate trips that would be generated by the proposed/expected use at Heartside Hill site. The “Group Home” land use is not in the cited reference. As discussed in the Base Assumption Packet, four single family dwelling units reflected the expected daily and peak hour trip generation for the two group homes. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of Heartside Hill resulted in 950 daily trip ends, 103 morning peak hour trip ends, and 113 afternoon peak hour trip ends. Figure 6 shows the trip distribution for the short range (2026) analysis future. The trip distribution was agreed to by City of Fort Collins staff. Background Traffic Projections Figure 7 shows the short range (2026) background traffic projections at the key intersections, respectively. Background traffic projections for the short range (2026) future horizon were obtained by reviewing the North Front Range Regional Transportation Plan and various traffic studies prepared for this area of Fort Collins particularly “Sun Communities” and “43 Prime Multi-Family”. It was determined that traffic volumes would increase by approximately 2% per year plus other developments in the area. The development included in the short range (2026) future is The Foothills development. Trip Assignment/Total Traffic Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 8 shows the site generated peak hour traffic assignment. Figure 9 shows the short range (2026) total (site plus background) peak hour traffic assignment. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices (MUTCD). The Lemay/Trilby intersection is currently signalized. The Lemay/Brittany-Hawkeye and Trilby/Brittany stop sign controlled intersections will not warrant signals in the future. Geometry Figure 10 shows a schematic of the minimum short range (2026) intersection geometry. At the Lemay/Brittany-Hawkeye intersection, a southbound right-turn lane is required. Using LCUASS, Figure 8-4 the threshold volume is 42 vehicles per hour. The forecasted afternoon peak hour volume is 54 vehicles per hour. At the posted speed of 40 mph, the right-turn lane should be 315 feet long, including bay taper of 160 feet. The west side of Lemay Avenue has curb/gutter and sidewalk north of Brittany Street. The landscaped parkway, with street trees, begins approximately 90 feet north of Brittany Street. In light of right-turn lane threshold being exceeded in only one peak hour and the above impacts, it is recommended that this southbound right-turn lane not be installed. At the Lemay/Trilby intersection, a southbound right-turn lane is required with existing traffic volumes. At the posted speed of 40 mph, the right-turn lane should be 315 feet, long including bay taper of 160 feet. The project generated traffic at this movement is not significant (morning peak hour – 2, afternoon peak hour – 7). Installation of this southbound right-turn lane would require significant impacts to the existing infrastructure in the northwest quadrant of this intersection. The need for this lane rests with the City of Fort Collins. The following analyses did not include these southbound right-turn lanes. Operation Analysis Operation analyses were performed at the Lemay/Trilby, Lemay/Brittany- Hawkeye, Brittany/Buchanan-Site Access, Brittany/Edgeware-Church Access, Brittany/ Westbourn-Church Access, Trilby/Brittany, and Trilby/Eagle Tree Access-Site Access intersections. The operation analyses were conducted for the short range analysis, reflecting a year 2026 condition. Using the short range (2026) background traffic volumes shown in 7, the Lemay/Trilby, Lemay/Brittany-Hawkeye, Brittany/Buchanan, Brittany/Edgeware-Church Access, Brittany/Westbourn-Church Access, Trilby/Brittany, and Trilby/Eagle Tree Access intersections operate as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. All the key intersections meet the Fort Collins criteria with regard to operation using the existing control, geometry, and signal timing. At the Lemay/Brittany-Hawkeye intersection, the calculated delay for the eastbound left- turn movement and eastbound approach are commensurate with level of service F in the afternoon peak hour. At the Trilby/Brittany intersection, the calculated delay for the northbound and southbound left-turn movements are commensurate with level of service F in the afternoon peak hour. At the Trilby/Brittany intersection, the calculated delay for the northbound approach is commensurate with level of service E in the afternoon peak hour. At the Trilby/Brittany intersection, the calculated delay for the southbound approach is commensurate with level of service E in the afternoon peak hour. Pedestrian Level of Service Appendix F shows a map of the area that is within 1320 feet of Heartside Hill site. There are four destination areas within 1320 feet of the proposed Heartside Hill: 1) the residential neighborhood to the north of the site; 2) the residential neighborhood to the east of the site; 3) the residential neighborhood south of the site; and 4) the residential neighborhood west of the site. Appendix F also contains a map that shows the existing/planned pedestrian facilities within the influence area. The minimum level of service for “other” is C. Directness – The distance ratio to all pedestrian destinations is less than 1.6 (LOS C), since there will be the opportunity to have pedestrian crossing at the Lemay/Trilby intersection. Continuity – The continuity to all pedestrian destinations will be acceptable at LOS C, since there are sidewalks along all streets and this development will add sidewalk along Brittany Street. Street Crossings – The street crossings to all pedestrian destinations will be acceptable at LOS C, since the street crossings are 5 lanes or less. Visual Interest and Amenity – The visual interest and amenity to all pedestrian destinations is acceptable at LOS C, since most of the sidewalks have a residential neighborhood character. Security - The security to all pedestrian destinations is acceptable at LOS B, since most of the sidewalks are adjacent to residential land uses and the area has a residential neighborhood character. Acceptable pedestrian level of service will be achieved for all pedestrian destinations within 1320 of Heartside Hill. The Pedestrian LOS Worksheet is provided in Appendix F. Heartside Hill development will install sidewalk along Brittany Street adjacent to the site. Bicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there are no destination area within 1320 feet of Heartside Hill site. The Bicycle LOS Worksheet is provided in Appendix F. The minimum level of service for this site is C. There are bike lanes on Lemay Avenue and Trilby Road. Therefore, it is concluded that acceptable bicycle level of service can be achieved. Based on the Fort Collins Transit Master Plan dated April 2019, there will be local service (30 minutes all day) in the 5 year plan along Trilby Road. CONCLUSIONS/RECOMMENDATIONS This study assessed the impacts of Heartside Hill development on the street system in the vicinity of the proposed development in the short range (2026) future. As a result of this analysis, the following is concluded: • The development of Heartside Hill site is feasible from a traffic engineering standpoint. At full development, Heartside Hill will generate the following traffic: 950 daily trip ends, 103 morning peak hour trip ends, and 113 afternoon peak hour trip ends. • Currently, the Lemay/Trilby, Lemay/Brittany-Hawkeye, Brittany/Buchanan, Brittany/Edgeware-Church Access, Brittany/Westbourn-Church Access, Trilby/ Brittany, and Trilby/Eagle Tree Access intersections meet the Fort Collins operational criteria with existing control and geometry in the morning and afternoon peak hours. At the Lemay/Brittany-Hawkeye intersection, the calculated delay for the eastbound left-turn movement and eastbound approach are commensurate with level of service E in the afternoon peak hour. At the Trilby/Brittany intersection, the calculated delay for the northbound and southbound left-turn movements are commensurate with level of service E in the afternoon peak hour. • The Lemay/Trilby intersection are currently signalized. The Lemay/Brittany- Hawkeye and Trilby/Brittany intersections are stop sign controlled intersections and will not warrant signals in the future. • In the short range (2026) future, given development of Heartside Hill and an increase in background traffic, the Lemay/Trilby, Lemay/Brittany-Hawkeye, Brittany/Buchanan-Site Access, Brittany/ Edgeware-Church Access, Brittany/Westbourn-Church Access, Trilby/Brittany, and Trilby/Eagle Tree Access-Site Access intersections will meet the Fort Collins operational criteria with the recommended control, geometry, and signal timing. At the Lemay/ Brittany-Hawkeye intersection, the calculated delay for the eastbound left-turn movement and eastbound approach are commensurate with level of service F in the afternoon peak hour. At the Trilby/Brittany intersection, the calculated delay for the northbound left-turn movement is commensurate with level of service E in the morning peak hour. At the Trilby/Brittany intersection, the calculated delay for the northbound left-turn movement, southbound left-turn movement, and northbound approach are commensurate with level of service F in the afternoon peak hour. At the Trilby/Brittany intersection, the calculated delay for the southbound approach is commensurate with level of service E in the afternoon peak hour. • The short range (2026) geometry is shown in Figure 10. At the Lemay/Brittany- Hawkeye intersection, a southbound right-turn lane is required. At the Lemay/Trilby intersection, a southbound right-turn lane is required with existing traffic volumes. It is recommended that consideration be given to not building these lanes. • Acceptable level of service is achieved for pedestrian and bicycle modes based upon the measures in the multi-modal transportation guidelines.
