RE: Taft Hill and Horsetooth Intersection - Preliminary Design Report
Please review and approve the attached report.
The project will construct the Taft Hill Road and Horsetooth Road Intersection
to arterial street standards and coordinate with Transportation's traffic signal
project for this intersection. Also the half mile section of Taft Hill Road
will be built adjacent to the Rossborough Subdivision as a part of this project,
and paid for by Tri-Trend Inc.
Staff is not certain as to the policy for landscaping medians. We are planning
to cover the medians with red exposed aggregate and not landscape them as
recommended by the Parks and Recreation maintenance staff. If will cost an
additional $15,000 to landscape the three medians which can be landscaped.
The project is scheduled to be constructed from late May through August of 1989.
However, the traffic signal installation will be delayed until spring 1990. The
signal is a part of a large Federal Aid Urban Systems (FAUS) project to
construct or upgrade 17 signals. The FADS project will not be approved by the
State Division of Highways for construction until later this year. It will then
take 4-5 months to order and receive the signal equipment.
The preliminary cost estimate indicate that the project can be built within the
current budget. Street oversizing Funds will be used to finance the north leg
of the intersection. The Oversizing Fund Budget had anticipated reimbursing the
Rossbourgh Subdivision developers for the oversized portion of the north leg in
1988. The Oversizing Fund will fund both the oversized portion and the
developer's portion for the first 700' of the north leg on the west side. When
the adjacent land on the west develops, Street Oversizing will be reimbursed by
the developers for their residential share. Tri-Trend Inc. will pay for their
portion of Taft Hill along the Rossborough Subdivision. Repay agreements will
also be used for future development reimbursements along all four legs of the
intersection.
Staff recommends that the plans be finalized and the project be bid as presented
in this design report.

SCOPE OF WOF1K
The project includes the construction of all four legs of the intersection to
arterial street standards. The arterial street standard is a 70' wide street
with curb, gutter and sidewalks, four travel lanes, a left turn lane and bicycle
lanes. The pavement for the intersection will be concrete with 300' concrete
approaches on the deceleration lanes and 150' concrete pads on the acceleration
lanes. Figure 1, shows the extent of construction proposed for the intersection.
Tri-Trend Inc. the owners of Rossborough subdivision have agreed that it is
appropriate to build the east half of Taft Hill adjacent to their subdivision as
a part of this project. They will be responsible for paying the developers
share of an arterial street for their half mile section.
we tried to work with the School District, so Horsetooth Road west of our
project could be built 36' wide to provide access to their proposed new school.
But, to date an agreement has not been reached, primarii-v due to the dispute
between the City and the School District over the payment of street oversizing
fees and reimbursement for street oversizing expenses.

The intersection design requires that an extensive storm drainage system be
constructed. The storm sewer, as shown in Figure 2, was designed to meet
urrnediate and future needs. The pipes can be extended with future street
improvements. The storm sewer will outfall into the existing Rossbourgh
Subdivision drainage channel, which was designed to carry the runoff from this
drainage basin.
The street right of ways will be seeded with non -irrigated native grasses.
Trees will be planted in the landscaped areas as designated in Figure 1, and
will be irrigated with a bubbler irrigation system. The medians will be covered
with red exposed aggregate concrete and not landscaped as recommended by Parks
and Recreation maintenance staff. It would cost an additional $15,000 to
landscape the medians.
The intersection was designed to meet traffic needs for the next 20 years, as
projected by the Horsetooth West Master Plan Site Access Study which was
prepared by Matthew Delich for Scavo Realty. The intersection was designed to
arterial street standards in accordance with the City of Fort Collins Design
Criteria and Standards for Streets, and the Storm Drainage Design Criteria and
Construction Standards. The arterial standard provides four travel lanes (two
in each direction) , a left turn lane, bicycle lanes, and 7' attached or 5'
detached sidewalks. Based upon the traffic study, right turn lanes will not be
needed within the 20 year projection. The storm sewer was designed to handle
the "2 Year Storm." The streets were designed to handle the run-off and prevent
flooding during a "100 Year Storm." The pavement was designed by Aguirre
Engineers, Inc., according to the Colorado Division of Highways pavement design
method. For specific information refer to the "Pavement Thickness Design
Report."
Figure 3, shows the additional R.O.W. to be acquired and the R.O.W. already
ac uired. The additional R.O.W. to be obtained will be dedicated by the owners
of the property on the northwest corner of the intersection.
The Master Street Plan requires this intersection to be improved to arterial
street standards. By improving the intersection, the traffic carrying capacity
of Taft Hill Road and Horsetooth Road will be increased significantly. The
present traffic conditions warrant the traffic signal which, along with the
intersection improvements, will improve safety and reduce the congestion at the
intersection.
Engineering is providing the project management, design, drafting, surveying,
inspection, and construction management for the project. Aguirre Engineers,
Inc. was hired to provide the soils testing, ground water investigation, and
pavement design. They will also preform the soils and materials testing during
construction. REM Technical Consultants was hired to assist with the storm
sewer design. They determined the amount of run-off from each type of storm and
helped size the storm sewer system.
