A vicinity map of the project site location is attached in Figure 1. A conceptual site plan for the project is also attached. Heritage Park is proposing to add 31 townhomes to the existing site by 2024. Therefore, analysis was conducted for the 2024 opening year horizon. The signed Fort Collins TIS Base Assumption Form is attached for reference. The following intersections were incorporated into this traffic study based on the City of Fort Collins requested scope: · Stuart Street and Heritage Circle (West) · Stuart Street and Heritage Circle (East) · Stuart Street and Shields Street Regional access is provided by Interstate 25 (I-25) and US-287 while primary access to the site is provided by Shields Street, Prospect Road, and Drake Road. Direct access to the site is provided by Stuart Street. EXISTING ROADWAY NETWORK Stuart Street is classified by the City of Fort Collins as a 2-lane collector roadway and extends eastbound and westbound with one through lane in each direction and has a posted speed limit of 25 miles per hour. There are bike lanes and on-street parking on both sides of Stuart Street adjacent to the project site. Shields Street is classified by the City of Fort Collins as a 4-lane arterial roadway and extends north-south with two through lanes in each direction with a center double yellow striped median and left turn lanes at major intersections. The posted speed limit along Shields Street is 40 miles per hour while bikes lanes are provided on both sides of the road. The north and south legs are offset by approximately 75 feet. All four approaches provide a single lane for all movements. The northbound approach provides a left turn lane and two through lanes while the southbound approach provides two through lanes and a right turn lane. The eastbound approach provides a left turn lane and a right turn lane. An aerial photo that illustrates the existing intersection configuration is below. Heritage Park 096277019 Page 5 kimley-horn.com 4852 South Ulster Street, Suite 1500, Denver, CO 80237 303 228 2300 EXISTING AND FUTURE TRAFFIC VOLUMES Existing peak hour turning movement counts were conducted at the key intersections on Thursday, January 27, 2022. The counts were conducted during the morning and afternoon peak hours of adjacent street traffic in 15-minute intervals from 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM on this count date. The existing intersection traffic volumes are also shown in attached Figure 3 with count sheets attached. Per discussion with City of Fort Collins, a two (2) percent annual traffic growth rate for the surrounding area was determined and utilized in this study. Therefore, an annual growth rate of two (2) percent was used to calculate short-term 2024 background traffic projections. In addition, project traffic associated with the Quarry by Watermark development was included in the background traffic volumes. The Quarry by Watermark development is proposed to include multifamily housing and retail uses located on the northeast corner of the Stuart Street and Shields Street intersection, with access on the east leg of the intersection. The project trips associated with the Quarry by Watermark Traffic Impact Study prepared by Delich Associates in November 2020 are attached for reference. In addition, the signal plans for the Stuart Street and Shields Street intersection with the east leg is attached. The background traffic volumes are shown in attached Figure 4. TRIP GENERATION Site-generated traffic estimates are determined through a process known as trip generation. Rates and equations are applied to the proposed land use to estimate traffic generated by the development during a specific time interval. The acknowledged source for trip generation rates is the Trip Generation Manual1 published by the Institute of Transportation Engineers (ITE). ITE has established trip rates in nationwide studies of similar land uses. For this study, Kimley-Horn used the ITE Trip Generation Manual fitted-curve equations that apply to Single- Family Attached Housing (ITE Land Use Code 215) for traffic associated with this expansion. The following Table 1 summarizes the estimated trip generation (calculations attached). Heritage Park 096277019 Page 6 kimley-horn.com 4852 South Ulster Street, Suite 1500, Denver, CO 80237 303 228 2300 TRIP DISTRIBUTION AND TRAFFIC ASSIGNMENT Distribution of site traffic on the street system was based on the area street system characteristics, existing traffic patterns, existing and anticipated surrounding demographic information, and the proposed access system for the project. The directional distribution of traffic is a means to quantify the percentage of site-generated traffic that approaches the site from a given direction and departs the site back to the original source. The traffic assignment was obtained by applying the project trip distribution to the estimated traffic generation of the development shown in Table 1.Figure 5 illustrates the trip distribution and Figure 6 illustrates the traffic assignment for this project. TOTAL (BACKGROUND PLUS PROJECT) TRAFFIC Site traffic volumes were added to the background volumes to represent estimated total traffic conditions for the 2024 horizon. These total traffic volumes for the study area is illustrated for the 2024 horizon in Figures 7. TRAFFIC OPERATIONS ANALYSIS METHODOLOGY Kimley-Horn’s analysis of traffic operations in the site vicinity was conducted to determine potential capacity deficiencies at the project key intersections for the 2024 horizon. The acknowledged source for determining overall capacity is the Highway Capacity Manual2. Capacity analysis results are listed in terms of Level of Service (LOS). LOS is a qualitative term describing operating conditions a driver will experience while traveling on a particular street or highway during a specific time interval. It ranges from A (very little delay) to F (long delays and congestion). For intersections and roadways, standard traffic engineering practice recommends LOS D as the minimum threshold for acceptable operations for intersections and LOS E for movements.Table 2 below shows the definition of level of service for unsignalized intersections. Study area intersections were analyzed based on average total delay analysis for signalized and unsignalized intersections. Under the unsignalized analysis, the LOS for a two-way stop- controlled intersection is determined by the computed or measured control delay and is 2 Transportation Research Board,Highway Capacity Manual, Sixth Edition, Washington DC, 2016. LOS for a two-way stop-controlled intersection is not defined for the intersection as a whole. LOS for signalized, roundabout, and all-way stop controlled intersections are defined for each approach and for the overall intersection. Calculations for the level of service at the key intersections identified for the study are attached. The traffic analysis is based on the lane geometry and intersection control shown in Figure 2. Existing peak hour factors were utilized in the existing and 2024 horizon analysis years. Synchro traffic analysis software was used to analyze the study area key intersection drives for level of service. The Synchro Highway Capacity Manual (HCM) methodology reports were used to analyze intersection delay and level of service. Stuart Street and Heritage Circle (West) The unsignalized ‘T’-intersection of Stuart Street and Heritage Circle (West) operates with stop control on the southbound approach of Heritage Circle (West). The intersection movements operate acceptably at LOS A during both peak hours under existing conditions. With the existing lane configurations and the addition of project traffic, the movements at this intersection are expected to operate acceptably at LOS A during both peak hours throughout the 2024 horizon. Therefore, improvements or modifications are not anticipated to be needed at this intersection based on the addition of project traffic.Table 3 provides the results of the level of service at this intersection. The overall intersection operates acceptably at LOS B or better during both peak hours under existing conditions. The Quarry by Watermark development will be constructing the east leg of the intersection with a separate southbound left turn lane and a northbound right turn lane for access to that project. The eastbound and westbound approaches will provide a shared left turn/through lane and a separate right turn lane as identified in the attached traffic signal plan. With the proposed lane configurations and the addition of project traffic, the intersection is expected to operate acceptably at LOS B or better during the 2024 horizon.Table 5 provides the results of the level of service at this intersection. The queuing analysis was performed using Synchro presenting the results of the 95th percentile queue lengths. Results are shown in the following Table 6 with calculations provided within the level of service operational sheets for the unsignalized intersections and the attached queue sheets for signalized intersections. CONCLUSIONS AND RECOMMENDATIONS Based on the traffic analysis presented in this report, Kimley-Horn and Associates, Inc. believes the addition of the Heritage Park expansion will be successfully incorporated into the existing and future roadway network. PROPOSED DEVELOPMENT The Quarry by Watermark project is a residential apartment development with 329 dwelling units and 10,000 square feet of retail. Figure 5 shows a site plan of The Quarry by Watermark project. The proposed Quarry by Watermark apartments are marketed to the general public. The short range analysis (Year 2025) includes development of The Quarry by Watermark and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The long range future is considered to be the year 2040. The site plan shows that The Quarry by Watermark will use existing Hobbit Street to access Shields Street and will have an access that will line up with Stuart Street. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contain in Trip Generation, 10th Edition, ITE is used to estimate the trips that would be generated by the proposed/expected uses at a site. Land use code 221 (Mid-rise Multifamily Housing) and code 820 (Shopping Center) from the cited reference were used. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of The Quarry by Watermark development resulted in 2,170 daily trip ends, 120 morning peak hour trip ends, and 177 afternoon peak hour trip ends.
