The signers of this letter, as members of the Tefft Acres Water Association,
wish to go on record as opposed to the proposed development )mown as Horsetooth
West PUD. The Tefft Acres Water Association is mainly composed of residents on
Moffett Drive and Moore Lane.
We feel the proposed land development is inconsistent with the immediate
surrounding land use and does not seem consistent with the Larimer County
Master Plan. Specifically, our concerns relate to lack of identified needs now
or in the near future for a school, shopping mall, and more residential areas;
and the associated, but unidentified costs for utilities and traffic control
measures that will be needed, but perhaps mandated as costs to be borne by the
developer.
Shopping centers abound in the area, Drake and Taft Hill, 2 at Drake and
Shields (one still largely unoccupied), Horsetooth and College, Horsetooth and
Shields, proposed construction also at Horsetooth and Shields, and West
Horsetooth and Taft Hill should be able to acccmmodate consumer needs well into
the 21st century. The elementary school site seems like a moot point given the
near ccmpletion of Johnson school on Harmony between Shields and Taft Hill.
Likewise, the housing need is not evident given the Rossborough and Taft Canyon
Developments.
Traffic on Taft Hill, south of Drake, has exceeded the design capacity of the
road. Left hand turns onto Taft Hill at certain times are difficult at best.
Left hand turns off Taft Hill are no better. The frequency of accidents at the
intersection of Taft Hill and Horsetooth f w the east attests to the traffic
volume and speed. Will the developer pay for traffic lighting and needed
redesign of reads to incorporate left hard turn lanes?
Finally, the existing land use is a much needed and enjoyed open space and
should be properly evaluated as providing aesthetic and wildlife values for the
surrounding residents and community in general. The city fill-in philosophy is
not appropriate for this area.
