Staff has reviewed the request for the Horsetooth West Master Plan and offers
the following comments:
1. Please add the following standard note for master plans:
"The proposed land uses and densities shown on this
plan are estimates of
development potential.
Approval of this
master plan
by the City does not
constitute final approval of these land
uses, design,
or densities. Rather,
any future land uses
must be approved
according to
the procedures, pro-
cesses and criteria of
the planned unit
development
regulations and other
relevant City policies
and standards."
2. Due to the potential for high density development in this area, a "bus bay"
or "pull-out" should be considered for the northwest corner of Horsetooth
and Taft Hill Road. This could be in phase VII or sooner. A bus bay
will allow buses to use a primary bus stop at two arterials and not block
traffic.
3. Please be aware that repays are due on the water and sewer lines in Taft
Hill Road.
4. The east -west collector is located too close to the intersection of two
arterial streets to be classified as a collector. This street should be
reclassified as a local street. The intersection of this street with Taft Hill
Road, however, would feature a larger standard than a typical local.

5. The north -south collector is classified appropriately. However, it is unclear
where this collector will lead. Will it connect to Primrose Lane, or Moffct
Drive, or Moore Lane? Please the indicate the possible connection for
this collector street.
6. Although it may be beyond
the scope of this master plan, the
timing of the
public improvements and
the construction of the school
site must be
coordinated to avoid access problems.
Staff is concerned
about which
streets will be constructed
to serve the
elementary school.
An agreement
between the School District
and the City
would be the appropriate mecha-
nism to resolve any problems which may
arise.
7. A Traffic Impact Analysis would be required for the construction of the
elementary school.
8. Please remove the two access arrows on parcel I which indicate direct
potential access onto the two arterials. Direct access would be discouraged
in favor of access from the local or collector.
9. A 20 acre Neighborhood Center is an appropriate size if there is a grocery
store anchor tenant. If there is no grocery anchor, then 20 acres seems too
generous. Please consider decreasing the size of the Neighborhood Center
if there are no grocery anchor tenants on the horizon.
10. Parcel G, designated for multi -family, does not appear to have sufficient
depth to develop at the proposed density. Given the arterial status of
Horsetooth Road, it is likely that the parcel will need a local access drive
to serve the units. Please assess the size and configuration of this parcel.
11. Please remove the zoning designations off each parcel. Rather, label the
residential parcels as "single family", "multi -family", or "apartments".
12. Please indicate that the intersection of Taft Hill Road and Horsetooth Road
will be signalized in the future.
13. The Drainage Concept submitted with the master plan is appreciated at this
early stage of the development process. There is a concern, however, that
a note on the plan indicates that the City will maintain major storm
drainage facilities. This is not entirely correct. The City will maintain
only those facilities within our right-of-way. Detention ponds or other
facilities not within City right-of-way are maintained by the landowner.
14. The Drainage Concept should address more attention to the final outfall
from this site. Where does the runoff go when it is released from the
site? Are downstream facilities in place to handle these flows? The
Rossborough P.U.D. Drainage Report may contain useful information since
the Horsetooth West site was considered an offsite tributary area.
15. At the time of submittal for the school, the City Stormwater Utility
requires a comprehensive Drainage Report and a grading and drainage
plan.
16. Please refer to the Drainage Report and plan for additional comments.

17. The Parks and Recreation Department is interested in a 5 acre park site
adjacent to the school site. If there is interest in this, please contact the
appropriate City Officials.
Please note the following deadlines for the April 25, 1988 P & Z hearing:
Plan revisions are due April 6, 1988
PMT's, 10 final prints, and colored renderings are due April 18, 1988
