Dear Charlie and Arlo:
I attended the neighborhood meeting regarding the proposed expansion of the
non -conforming use of the warehouse on Fast Harmony. The meeting was
handled quite well. The neighbors were interested in the project and well
informed. It appeared from their coimnents that they are aware that the
warehouse use would be allowed to continue. They were more interested in
the aspects of the project that could most impact their own homes - noise,
drainage, weed control, and landscaping.
The representative from U-P attending the neighborhood meeting also
provided helpful information. He explained to the neighbors that part of
the heavy truck traffic at the site now was due to the limited warehouse
space available and the need to respond to the brewery needs which results
in trucks bringing in as well as taking out the materials. He explained
that when the warehouse was expanded the majority of materials would be
brought in on rail and taken out by truck thus reducing the truck problems
there now. It is important that the neighbors and the Planning and Zoning
Board members understand more fully the current operations and how the
traffic should improve with the expansion.
As I had mentioned on the phone earlier, the expansion of the warehouse
will require payment of a number of City fees. 'There are no utility fees,
unless major changes were required to upgrade water, sewer or electrical
services. There is no park fee required. You should be aware that there
are plan check, building permit, use tax, street oversizing and storm
drainage fees. The storm drainage fee is collected when the certificate of
occupancy is issued; the others are collected at the time of building
permit. The plan check, building permit and use tax are based on the value
of the construction. I have included a chart which should give you an idea
of the fees.

The drainage fee and street oversizing fees are potentially more
significant. Those fees are site and use specific. As your plan is
completed, more accurate estimates of the fees can be calculated.
Preliminary calculations indicate that the storm drainage fee based on the
increased impervious area could be from $4,100 to $6,000.
The street oversizing fee goes to a fund which is utilized to improve and
widen the major streets in our community. The improvements for which the
fees may be used are not necessarily those providing direct access to the
developing property. However, the improved street system should help all
of us. The fee, paid at the time of the building permit, is based on the
size of the site and land use. It is estimated that the street oversizing
fee to be applied to the warehouse expansion would be approximately
$32,000.
It would be helpful if we could schedule a meeting to review these fees and
calculations. I would be glad to help with setting up the meeting with the
proper City staff. I was pleased to hear from Sherry Albertson -Clark that
you intend to keep the project moving through the City's review process.
Having the expansion plans approved will be very helpful. It was somewhat
frustrating for everyone involved that you were unable to proceed directly
with the expansion in the County. However, I assure you that we are
interested in seeing your project succeed and bringing these jobs and
support services to our community.
