Box 580 Fort Collins, CO 80522-0580 RE: Case Number: Bloom - Phase 1, PDP210014, Round Number 4 Title: Owner/Applicant: Hartford Homes Owner Contact: Patrick McMeekin Parcel Number(s): 8709000006,8709000004,8709000039 Boxelder Sanitation District (BSD) has reviewed Bloom Phase 1 PDP. This is a is a Preliminary Design Review for the development of approximately 271 dwelling units The District hereby advises as follows:  There is no objection to this proposal.  Responses required to comments below.  The District will respond at the hearing date of ______________. Comments: 1) General - Need to have Titles on each design sheet and Index sheet. Include sheet for general notes. 2) Provide a sewer flow analysis study to determine capacity of proposed sewers. We are mostly concerned with future commercial and multi-family developments within the project.  The Peakview development has been submitted to Larimer County for review. We have concerns about the impact of this proposed development on the sizing and depth of the proposed Peakview sewer. We request a sewer capacity study be completed that summarizes all proposed land uses and the potential sewer flows that will impact the proposed Peakview sewer. This includes the Peakview project, Bloom commercial properties and potential properties that could be connected in the future including the Barker property, which located to the west of the Bloom development. This work will require coordination with the Peakview developer and their engineer to determine flows, points of connection and depth of sewer. 3) Need additional information on the rationale for the sewer service plan. Some lots have a single service and some lots have a combined y-branch shared service. If it is determined that combined service is acceptable it will be necessary to provide a new S:\DEVELOPMENT\Basins\West_Basin\Cooper_Slough_Interceptor_Subbasin\Mulberry & Greenfield - BLOOM\Bloom - filing 1\Design Review\Bloom Phase 1 PDP 4th Review 4-11-22.doc standard detail for the construction of these services. On large lots (9-12 and 25-28) provide information on what is being built on these lots and what size of services are required.   4) Sheet C5.0 – The connection at MH 10 over the existing 21-inch sewer connects at the existing invert which makes the new 8-inch sewer 22 feet deep. Is it possible to shallow the depth of the sewer in Aria Way so that the sewer is not so deep?   5) Sheet C5.8 - Where sewer is located in the open space along the west side of the development provisions for access to manhole 1.4-3 by District vehicles will need to be evaluated. Standalone easement will be required for all sewers that are not located in the public R.O.W.   6) Sheet C5.12 - Service for lots 25 and 26 need to connect perpendicular to the sewer.   7) Sheet C5.14 – What can the sewer extension to the west of MH 2.3 serve. The sewer is relatively shallow.   8) Sheet C5.17 - Explain what is the purpose of this sheet. This is an existing sewer. We look forward to review future submittals on this project.
