This is a is a Preliminary Design Review for the development of approximately 271 dwelling units The District hereby advises as follows:  There is no objection to this proposal.  Responses required to comments below.  The District will respond at the hearing date of ______________. Comments: 1) The PDP proposal is general in nature and more detailed review will occur during the FDP stage. The nature of the development will require close coordination with all utilities to assure the issue related to access and maintenance are addressed. We anticipate that these issues will be addressed during FDP process. 2) Standalone easement will be required for all sewers that are not located in the public R.O.W. and in alley tracts. The easements are necessary to address access and maintenance issue that are not included on the plat. Standard easement width for Boxelder is 30-feet. The alleys are only 26 feet so the easement width will need to be discussed. 3) The location of the sewer is a problem in this plan. Currently the sewers are shown along the edge of the interior alley which places the sewer close to building foundations. In some cases, it is less than 15 feet to the building faces. The sewers are the deepest utilities so they should be located as far away from the building as possible in the event that excavation has to occur in the future. It is preferred and S:\DEVELOPMENT\Basins\West_Basin\Cooper_Slough_Interceptor_Subbasin\Mulberry & Greenfield - BLOOM\Bloom - filing 2\Design Review\Bloom Phase 2 PDP 1st review 3-8-22.doc standard practice to put the sewers in the center of the roads. However, the valley pans layout conflicts with this. The location of the sewers needs to be coordinated. We look forward to review future submittals on this project.
