Dear Kay,
Staff has reviewed your revised development plans and documents for
the Hugh M. Woods P.U.D. - Final that were submitted to the City on
February 8, 1995 for final review. The following comments were
expressed at the meeting:
1. The Stormwater Utility has stated that you need to elaborate
on the drainage solutions for improvements in the area north
of Skyway Drive. This issue can continue to be worked on after
final approval by the Planning and Zoning Board (should that
occur on February 27th).
2. There is a required off -site drainage easement on the
Richardson property, to the east of South College Avenue, that
must be resolved prior to this item going before the Planning
and Zoning Board for a final decision. Kathy and Guy
Richardson have informed us that they are discussing this
situation with Hugh M. Woods representatives.
3. A drainage easement across the Dahl property, on the east side
of South College Avenue, is necessary. The City now owns this
property and will be the grantor of the easement. Because the
easement dedication must be approved by City Council, which
could not happen prior to the Planning and Zoning Board public
hearing on February 27th, it will be necessary to include a
condition of approval relating to this dedication.
4. All necessary plan revisions, reports, and paperwork for off -
site easements must be submitted to the City by 5:00 p.m. on
February 15th or the item will be continued to the next
available Planning and Zoning Board public hearing. This is
the result of a conversion and understanding on February 8th
between Mitch Truster of Payless Cashways, Glen Schlueter of
the Stormwater Utility, and Steve Olt of the Planning
Department.

5. The ditch company approval block on the Site & Landscape Plan
references the Pleasant Valley & Lake Canal Ditch Company.
This ditch is nowhere near the Hugh M. Woods site. The
approval block on Sheet 3 of 3: Notes & Details (February 8
revision submitted to the City) still references the PV & L
Canal Ditch Company. The Louden Ditch is the affected ditch
and they have been sent copies of the Site & Landscape Plan
and subdivision plat for review. You should contact them
directly to see if they have any concerns.
6. The "veined" inlets on the south side of Skyway Drive are
still being proposed and are not in compliance with City
standards. As a minimum, a request for a variance to the
standards will be required.
7. If "good" trees are to be removed then a mitigation plan
should be developed to offset. the loss of these trees. Tim
Buchanan, the City Forester, will assist in identifying the
good trees and working out a plan.
8. It is understood by the City Planning Department that there
will be no exterior wall lighting on the building (Item 16,
letter dated February 8, 1995 from Jim Sell Design) . This must
be noted on the Site Plan and Building Elevations.
9. Foundation plantings should be provided along the east and
south sides of the building. The east elevation is still a
significant feature on -site, as well as its relativity to
College Avenue. There is very little breaking up the building
mass. Foundation plantings would also create a more sensitive
pedestrian space up close along that side. There will be
future development to the south of this operation. Hugh M.
Woods should have some responsibility for buffering and
mitigation (in line with the soon to be adopted "Big
Box/Superstores" ordinance) between uses. The fire access
could be shifted 5' to the south to allow for a foundation
planting bed.
10. The Foothills -Gateway Access to the west is just an access
drive for their facility. It is named Foothills -Gateway Drive,
or something like that. The reference to a (fire access) on
this Site Plan is misleading and should be removed.
11. The precise Building exterior colors must be shown on the
Building Elevations. Hugh M. Woods has a "prototype" building
with bright reds and yellows that staff and the Planning and
Zoning Board found to be inappropriate. Another palette of
colors was submitted to the City for review. These colors
appear to be workable and color chips or other samples,

clearly identifying the actual color, should be provided and
the final Building Elevations must reflect these colors.
This completes the final review comments at this time. PMT"s,
renderings, and 8 folded copies of final revisions (for the
Planning and Zoning Board packets) are due by 3:00 p.m. on February
21, 1995. Please contact me at 221-6750 if you have questions or
