Dear Kay,
Staff has reviewed your development plans for the Hugh M. Woods
P.U.D. - Final that were submitted to the City on December 19,
1994, and would like to offer the following comments:
1. Comments have not yet been received from Public Service
Company of Colorado. Please contact them directly to see if
they have any outstanding issues or concerns.
2. Comments have not yet been received from received from U.S.
West. Please contact them directly to see if they have any
outstanding issues or concerns.
3. The Stormwater Utility has not yet seen a drainage report for
the improvements in the area north of Skyway Drive.
4. A copy of the comments received from the Building Inspection
Department is attached to this letter.
5. It is important to reiterate the concerns expressed by the
Transportation Department at the time of the preliminary
P.U.D. There are significant issues related to the South
College Avenue/Skyway Drive intersection. They include:
a) Alignment with Skyway Drive on the east side of South
College Avenue - the plans should show existing parcels
(with boundaries) and planned improvements to the east
side of College Avenue. A design of the proposed Skyway
improvements must be done with the Hugh M. Woods project.
b) Resolve the Hickory House access. The attorney for the
Hickory House Restaurant has informed me that they are
working with Hugh M. Woods to accomplish the necessary
realignment and parking reconfiguration on the north side
of Skyway Drive. A signed agreement between the two
parties must be provided to the City prior to the
February 27th P & Z public hearing. If this is not done
then the item would be continued to the next public
hearing (March 27, 1995).

c) Verify adequate left turn storage capacity both east- and
westbound on Skyway Drive west of College Avenue.
Please contact Tom Vosburg, at 221-6608, if you have questions
about the comments related to traffic issues.
6. The Mapping/Surveying Department has the following comments to
offer:
a) If the southerly street is to be a dedicated public
street then it must have a street name.
b) The existing Skyway Drive right-of-way should be labeled
and the width defined.
c) What is the 10.36' wide area along Skyway Drive and the
8' wide area along South College Avenue? Please label
these.
d) The legal description and the plat do not close (add the
27.01' distance to the last call and it will close). The
area is OK.
7. A copy of the comments received from the Fort Collins -Loveland
Water and South Fort Collins Sanitation Districts is attached
to this letter.
8. A copy of the comments received from the Engineering
Department is attached to this letter. Please contact Kerrie
Ashbeck of Sheri Wamhoff, at 221-6750, if you have questions
about these comments.
9. A copy of the decision letter for the Hugh M. Woods P.U.D. -
Preliminary is attached to this letter. It is important to
assure that the 6 conditions of approval are addressed and met
prior to going before the Planning and Zoning Board for a
final decision.
10. The following comments have been received from Tim Buchanan,
the City Forester:
a) Existing mature trees are not shown on the Site &
Landscape Plan. It appears as if they will be removed.
You need to show all existing trees and indicate your
intent to save or remove.
b) If good trees are to be removed then a mitigation plan
should be developed to offset the loss of these trees.
c) Change the proposed street tree species to Manchurian Ash
(Fraxinus mandsurica) . A copy of a letter from Tim to Jim
Sell, dated January 11, 1995, is attached to this letter.
d) Evergreen trees are needed for buffering at the northeast
and southeast corners of the site (copies of marked plans
are attached to this letter).
11. The Natural Resources Division has stated that the existing
wetlands on the east of South College Avenue need to be shown
on the Site Plan and somehow address how the potential impacts
to the wetlands will be avoided or mitigated.
12. The ditch company approval block on the Site & Landscape Plan
references the Pleasant Valley & Lake Canal Ditch Company.
This ditch is nowhere near the Hugh M. Woods site. The Louden
Ditch is the affected ditch and they have been sent copies of
the Site & Landscape Plan and subdivision plat for review. You
should contact them directly to see if they have any concerns.
13. The "veined" inlets on the south side of Skyway Drive will
require a variance to the standards.
14. The three (sort of diagonal) parking spaces at the northwest
corner of the South College Avenue/Skyway Drive intersection
should be removed. These could create safety problems and they
are too close to the State highway, making it difficult to
provide visual mitigation. Also, there is concern about
parking on the opposite side of the frontage road from the
restaurant.
15. There is a required off -site drainage easement on the
Richardson property, to the east of South College Avenue, that
must be resolved prior to this item going before the Planning
and Zoning Board for a final decision. Kathy and Guy
Richardson have informed us that they will be discussing this
situation with Hugh M. Woods representatives, probably the
week of January 16-20.
16. The building elevations plan must show the proposed exterior
wall lighting. It is important to know that this lighting must
be shielded/hooded in some manner to prevent glare and off -
site spillage into the surrounding neighborhoods and areas.
17. Pole signs are strongly discouraged along South College
Avenue. There are many examples (Best Buy, ShopKo, Market
Place Center, Pedersen Toyota, Chili's, Saturn, REI, etc.) of
the type of monument signage that contributes to the street
face and aesthetic appearance of a major arterial such as
South College. All signs are subject to the City's Sign Code
that is administered by the Zoning Department.
18. There is concern about the "potential parking lot" on the east
side of the entry drive from Skyway Drive. How will this lot
affect any wetlands in the area and what type of mitigation is
being proposed in the event that wetlands are impacted?

19. All necessary plan revisions, reports, and paperwork for off -
site easements must be submitted by the revision date of
February 8th.
20. A copy of the comments received from the Stormwater Utility is
attached to this letter.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on schedule for the February 27, 1995 Planning and Zoning Board
hearing:
Plan revisions are due no later than the end of the working day,
February 8, 1995. Please contact me for the number of folded
revisions required for each document.
PMT's, renderings, and 8 folded copies of final revisions (for the
Planning and Zoning Board packets) are due by 3:00 p.m. on February
21, 1995.
