RE: Hugh M. Woods Final Submittal
Development of the Hugh M. Woods site has presented the opportunity to improve the traffic
circulation associated with the frontage road in front of the Hickory House Restaurant. The
approval by the Planning an Zoning Board on Nov. 14 of the Preliminary P.U.D. was
conditional on resolving the safety issues of this frontage road at the Skyway Drive
intersection. Several meetings with the affected property owners, and with the city
culminated Nov. 29 with a design that was judged acceptable. At this point, the project
engineer was able to begin to incorporate the additional design that will be required to
improve circulation through the commercial uses that include Hickory House, Deli Works
and Kangaroo Storage.
The Final P.U.D. submittal will be on December 19, 1994. The Site Plan will incorporate
this additional design.
RBD Inc., the project engineer, proposes to submit the engineering in the following manner:
In addition to final engineering on the original portion of the project, a part of the Timan
Master Plan, they will submit preliminary design on the Hickory House site. Based on the
final plan and profile of Skyway Drive, RBD will provide preliminary grading of the
proposed access and associated parking, typical sections, as well as locate any necessary
retaining walls. Preliminary drainage calculations will be submitted, in addition to potential
routing of drainage.
By Feb. 8, the scheduled date to submit plan revisions, RBD will provide the balance of the
final design for the Hickory House access realignment. This will also include a demolition
plan for the existing improvements, as well as letters of agreement from the affected property
owners, and any necessary easements. This will allow Planning and Zoning to review the
project, knowing that their conditions have been met.
We hope this approach is acceptable to the planning department. We see this as an
opportunity to improve the existing circulation at the Skyway and College intersection, while
keeping the project on schedule.

Dear Sirs:
On November 14, 1994, the Planning and Zoning Board of the City of Fort Collins approved
the Hugh M. Woods P.U.D. - Preliminary, #26-88D following conditions:
1. That the Final Plan shall show such improvements to the Skyway Drive/College
Avenue intersection as will render the intersection safe and in compliance with
LDGS criteria A2.1, A2.4, A3.2, as applicable. Preference is to align frontage
road further to the west.
2. That off -site drainage easements for the Hugh M. Woods development may he
necessary to allow release of their stormwater onto and across other properties.
Off -site easement dedications for storm drainage, to Hugh M. Woods from
affected property owners, must be part of the Final P.U.D. plan submittal to the
City.
3. That a design and mitigation plan which is acceptable to the Natural Resources
Division be part of the Final P.U.D. plan submittal to the City. The submittal
documentation must fully describe the extent of wetland impacts from site
development, including both construction and stormwater discharge. The
submittal must define the area of construction disturbance for both on -site and
off -site wetland areas, and must set forth acceptable strategies, techniques, and
costs for the avoidance, alleviation , or mitigation of those impacts.
4. That the driveway design at the southeast corner be revised with the final plan.
5. That staff investigate weight restrictions on Skyway Drive to the west.

6. Design considerations should include architectural detailing, additional relief on
- the east exterior wall, and toning down of exterior colors (with example -pallet of -
colors) with the Final P.U.D. submittal.
