Dear Jim,
Staff has reviewed your development plans for the Hugh M. Woods P.U.D. - Preliminary that
were submitted to the City on September 12, 1994, and would like to offer the following
comments:
1. Public Service Company of Colorado has stated that 15' utility easements should be
provided along South College Avenue and Skyway Drive.
2. A copy of the comments received from U.S. West is attached to this letter.
3. Signs should not be shown on the signage elevations plan or it should be noted that they
are for reference only to avoid later confusion. The Planning and Zoning Board does not
review signs on projects that are excluded from the Residential Neighborhood Sign
District (this project, due to its location, is excluded). The word "signage" should be
deleted from the title of this plan.
4. A copy of the comments received from the Building Inspection Department is attached
to this letter.
5. The Transportation Department has stated that there are significant unresolved issues
related to the South College Avenue/Skyway Drive intersection. They include:
a) Alignment with Skyway Drive on the east side of South College Avenue - the
plans should show existing parcels (with boundaries) and planned improvements
to the east side of College Avenue. A design of the proposed Skyway
improvements must be done with the Hugh M. Woods project.
b) Resolve the Hickory House access.

c) Verify adequate left turn storage capacity both east- and westbound on Skyway
Drive west of College Avenue.

related to traffic issues.
6. The Light & Power Department has stated that it would be beneficial to show a
designated transformer location on the subdivision plat.
7. Poudre Fire Authority has these comments to offer:
a) An additional fire hydrant will be needed at this location unless the hydrants
shown are capable of providing 1,500 gallons per minute each. A possible
location for the additional hydrant is at the South College Avenue entrance to this
site.
b) The outside storage buildings will have to be either fire sprinkled or fire
contained to 5,000 square feet or less.
8. The Engineering Department has these comments to offer:
a) Add a legal description to the Site Plan.
b) Add a north arrow and scale to the Vicinity Map.
c) The Site Plan indicates the Foothills -Gateway Rehabilitation Center access road
as fire access. How will this work? The proposed swale on Section A -A and
recessed site seem to prevent cross access.
d) Will the sewer crossing of Skyway Drive be bored?
e) Show the outlet for the detention pond.

9. No "Choices 95" project is planned along this project. A note on the Landscape Plan
indicates that there is.
10. The frontage along South College Avenue should be developed with street trees and
irrigated lawn between the detached sidewalk and curb.
11. The Natural Resources Division has stated that the existing wetlands on the east of
South College Avenue need to be shown on the Site Plan and somehow address how the
potential impacts to the wetlands will be avoided or mitigated.
12. Copies of the comment sheets for the water conservation standards, from Jim Clark of
the Water/Wastewater Department, are attached to this letter.
13. The fire access lane shown along the west side of this property on the Site Plan should
be labelled as the access road for the Foothills -Gateway Rehabilitation Center.
14. What are the building materials and colors? The fencing at the entry to the contractor
center should incorporate masonry columns, not steel, and the chain link (assumption)
should be vinyl -clad.
15. The elevations appear to be incorrectly labelled. The directions (east, south, etc.) do not
seem to correspond to this site.
16. The building elevations plan must show the proposed exterior wall lighting. It is
important to know that this lighting must be shielded/hooded in some manner to prevent
glare and off -site spillage into the surrounding neighborhoods and areas.
17. Pole signs are strongly discouraged along South College Avenue. There are many
examples (Best Buy, ShopKo, Market Place Center, Pedersen Toyota, Chili's, Saturn,
REI, etc.) of the type of monument signage that contributes to the street face and
aesthetic appearance of a major arterial such as South College. All signs are subject to
the City's Sign Code that is administered by the Zoning Department.
18. There is concern about the "potential parking lot" on the east side of the entry drive from
Skyway Drive. How will this lot affect any wetlands in the area and what type of
mitigation is being proposed in the event that wetlands are impacted?
This completes the review comments at this time. Additional comments may be forthcoming as
the various departments and reviewing agencies continue to review this request. Please be aware
of the following, dates and deadlines to assure your ability to stay on schedule for the November
14, 1994 Planning and Zoning Board hearing:

PMT's, renderings, and 8 folded copies of final revisions (for the Planning and Zoning
Board packets) are due by 3:00 p.m. on November 7, 1994.
