Dear Rick,
For the record, and on behalf our client, Jeffrey B. Timan, we wish to describe
the impact upon his property, of the draft South College Access Control Plan,
dated November 14th, 1988.
1. Potential signalised intersection at Skyway, Page 2.
The study identifies the need for signals at this intersection. We agree
with the study.
2. Potential signalised intersection, 600 feet north of the centerline of
Trilbv Road.
The study identifies the need for signals at this intersection. We agree
with the need for signals in the general location. However, we wish to
point out that to achieve optimum land use efficiency (i.e. a shopping
center is master planned along the College frontage from Trilby to this
signalised intersection) the signals need to be located about 750 feet
north of the centerline of Trilby Road. We believe that efficient signal
timing will still be achieved at this location. We therefore ask that the
draft study be amended to incorporate this.
3. Right -in / Right -out / Left -in Access Points at specified locations, Page
The study does not include in this category the intersection immediately
south of Skyway Drive. Please refer below to item #4.

The study includes in this category the intersection 1000 feet south of
the centerline of Skyway Drive.

We do not agree with this categorization. We request that this
intersection be a Right -in, Right -out, Left -in Access Point, and also, that
it be relocated further north, approx. 700 feet south of Skyway Drive.
This is so that the Timan Property can be efficiently planned from a land -
use and traffic access point of view, and the 'wetlands'/open space area,
shown on the Timan Master Plan, be undisturbed by the development of this
street off College Avenue. We therefore ask that the draft study be
amended to incorporate this.
5. Right -in / Right -out Access Point, approximately 500 feet north of Trilb
intersection.
The draft study does not itemise this intersection as one of its specified
locations, Pages 3 & 4.
We do not agree with this omission. The Timan P.U.D. Master Plan Traffic
Study states in the executive summary that "this access will operate
acceptably as a right -in, right -out access point". We therefore ask that
the draft study be amended to incorporate this intersection.
We are concerned that Page 2, Access Points, "identifies the location of all
future access points", and that Page 4, Design Standards, states that "a change
in access location or access type from those identified in the Access Control
plan will require an amendment to the intergovernmental agreement authorizing
this plan".
We therefore request that the changes described in this letter be made to the
draft Access Plan prior to its final ratification by the Fort Collins City
Council.
We also request that copies of this letter be made available to the members of
the Planning & Zoning Board for this evenings meeting.
