For your information, attached is a copy of the Staff's comments concerning
Timan Master Plan and First Phase Preliminary - Parcel "C", which was
presented before the Conceptual Review Team on November 14, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

APPLICANT: Frank Vaught, Vaught*Frye Architects, 2900 South College, Fort
Collins, CO 80525.
LAND USE DATA: Master Plan for approximately 53 acres consisting of retail,
office and business service land uses located on the west side of South College
Avenue between Skvway Drive and Trilby Road. 'Parcel "C" is a request for a
gas station /convenience store on approximately 1.5 acres, located west of South
College Avenue and south of Skvwav Drivc.
CONINfENTS:
MASTER PLAN
1. The proposed signalized access location north of Trilby Road should be
located as close as possible to 600 feet north of Trilby Road. The South
College Access Plan does not address collector street locations along the
Kclmar strip. Skyway Drive will continue as a collector street on the cast
side of College in the future. The "left in" located approximately 700 feet
south of Skyway Drive will work for the short term. In the future left turn
access may be restricted by a median. (Traffic)
2. The Director of Planning is willing to waive the requirement for a first
phase preliminary plan - for ;the Tinian Master Plan. (Planning)
3. The State Highway requires a 70 foot half ROW along College Avenue in
this area. A 50 foot half ROW is required for Trilby Road. (Engineering)
PARCEL "C"
1. There is an existing power line which runs north/south adjacent to the
Burlington Northern Railroad west of this property. The city could extend
power from this line down Skyway Drive to serve the north end of the
property or down Trilby Road to serve the south end. If a project develops
within one year and ninety days from the time it was annexed, the city
will extend power to the site. The developer may be requested to obtain
off -site easements. (Light and Power)
2. The topography shown on the out parcel is incorrect. A drainage report will
be required. Erosion control and protection of the wetlands area from gas

3. Water and sewer service for this site %,,,ill be by the Fort Col-
lins/Lowland Water District and the South Fort Collins Sanitation Dis-
