Collins P.O. Box 580 Ft. Collins, CO 80522 DOH File 4510C Dear Ms. Ripley: We have reviewed the Timan P.U.D. Master Plan and Parcel "A" Plat, and we have the following comments: 1. Projected traffic on S.H. 287 indicates the need for a 140-foct total right of way, 70 feet each side of the highway centerline. Since the total right of way width along this property is 50 feet west of the centerline, additional width to meet the projected need should be protected by reservation or, preferably, dedication, as permitted by City regulations. 2. The Master Plan shows a total of four proposed access points on S.H. 287 between the existing Trilby Road and Skyway Drive intersections. Trilby Rd. and Skyway Dr. are located on one-half mile intervals. This spacing is consistent with criteria in the State Highway Access Code. A traffic engineering analysis is required for any proposed access which may warrant a traffic signal and is not located on the one-half mile interval. We question the need for any access between the two existing public intersections, unless the need for additional access can be demonstrated by the traffic analysis. In addition, an access control plan for S.H. 287, including this area of Ft. Collins, is to be conducted for the City in the near future. It would be desirable to defer any decisions on access to this property until that study is complete. 3. The Master Plan for this development indicates that surface runoff flows toward the highway drainage system. That system is for the protection of the state highway right of way and is not intended to acco=,odate drainage from abutting properties beyond that which has historically been accepted. Therefore, we ask that on -site detention of surface runoff be provided so that the historical runoff rate will not be exceeded due to this development.
