For your information, attached is a copy of the Staff's comments concerning
Timan Annexation, Zoning, and Master Plan, which was presented before the Con-
ceptual Review Team on March 14, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to these
comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: March 14, 1988
ITEM: Timan Annexation, Zoning and Master Plan.
APPLICANT: Jeff Timan c/o Vaught/Frye Architects, 2900 South College
Avenue, Fort Collins, Colorado, 80525.
LAND USE DATA: Annexation and Zoning request with a master plan for
approximately 52 acres west of College Avenue, between Skyway Drive and
Trilby Road.
COMMENTS:
I. There is an existing overhead power line which runs north/south adja-
cent to the Burlington Northern Railroad west of this property. The
City can extend power from this line down Skyway Drive to serve the
north end of the site or down Trilby Road to serve the south end.

2. A copy of the submittal requirements for annexation and zoning is
attached. The annexation plat should include the entire ROW of Trilby
Road, while College Avenue and Skyway Drive ROW should be excluded
from the annexation. (Planning)
3. The City is in the process of updating the South College Properties
Study which will address traffic issues along College Avenue from
Swallow Road south to Trilby Road. The study is expected to be com-
plete within four to five months. (Traffic)
4. The State Highway Department requires a 70 foot half ROW along Col-
lege Avenue in this area. A 50 foot half ROW is required for Trilby Road.
(Engineering)
5. There appears to be an opportunity on this site to combine storm drain-
age facilities with existing wetlands as well as site amenities. The City
would encourage creative use of the wetland areas. Erosion control will
be a concern on this site throughout development. The City can sug-
gest ways to avoid erosion problems and may be able to offer financial
incentives as well. (Storm Drainage)
