General Information:
The proposed use for the site is a multi-family apartment project. The site is 16.29 acres
and is located on West Stuart Street and Heritage Circle. The site currently contains a multi-
family apartment complex consisting of 182 units. 5 new buildings are proposed for a total
of 212 units located in 2 and 3-bedroom configurations.
The main entrance to the site is from Stuart Street, through Heritage Circle, which currently
is a public street. The applicant is requesting that the right-of-way of Heritage Circle be
formally vacated and returned to the property owner. With two points of access to Stuart
Street, emergency access requirements are satisfied.
The new buildings are situated throughout the property. The buildings are configured in 2,
3, 4 and 6-plexes. Each unit will have its own 2-car attached garage. Located central and
throughout the site are amenities including a clubhouse with pool and BBQ area, basketball
court, and a frisbee golf course.
The site is bounded by the Village Park Condos and Stone Creek Apartments to the west,
Prospect Park Neighborhood Center to the north, Shields Street to the east and New Colony
Apartments and Spring Creek Plaza to the south.
Proposed new landscaping for the new buildings will consist of foundation plantings
consisting of shrubs and ornamental grasses. Most of the outdoor activity spaces will
consist of irrigated turf, with water-wise native seed in the detention basin.
The proposed three-story buildings will have high profile asphalt shingles, horizontal
cementitious siding, vertical board and batten siding, metal railings and vinyl windows.
