Temporary Service Changes - City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary
changes in how we serve our development customers. As you may be aware,
we are experiencing staff shortages in a number of key departments, which has
begun to impact the timeliness of our reviews. We recognize that development
and construction play a critical role in our community’s vibrancy and economic
recovery, and we have been exploring options for mitigating impacts to our
customers. As a result, we will be making some temporary service level adjustments.
Currently, one additional week of review time will be added to all 1st and 2nd
round submittals (increase from 3 weeks to 4 weeks). Lengths of subsequent
rounds of review will be considered after each round of review. Also,
Completeness Checks will be performed on all initial and Round 2 submittals
during this time. Please reach out with any questions or concerns.

06/26/2020: Process clarification - with no building architecture proposed or
final footprint the future church expansion (whenever that occurs) will be subject
to a Major Amendment process which will require another review and Type 1 Hearing.

preliminary elevation views to include the future expansion. These are included with
the Project Development Plan. We anticipate another review and Type 1 hearing for
Phase 2.

06/26/2021: QUESTION: Would it be possible to change the roof plane for the
west facing facade to a hipped end to accentuate the additional roof plane? As
it currently stands the pitched roof over the facade articulation on that side is
minimal, so enlarging it in some way would better meet this requirement.
R. We have revised the west elevation view to represent a hip roof on the west elevation
as requested. Please refer to elevation view updates. Additional architectural accents
have been provided as discussed. Refer to revised elevation views included with the
Project Development Plan.

FOR HEARING: In the LMN Zone the following shall apply: "The minimum pitch
of any sloped roof shall be 6:12. Buildings containing more than four thousand
(4,000) square feet of gross floor area shall have at least three (3) roof planes
that are directly related to building facade articulations."

FOR HEARING: Per LUC Sec. 3.5.3(E) Character and Image: “(1) Building
design shall contribute to the uniqueness of a zone district, and/or the Fort
Collins community with predominant materials, elements, features, color range
and activity areas tailored specifically to the site and its context… A
standardized prototype design shall be modified as necessary to comply with
the requirements of this subsection.” The existing design needs additional
refinement to ensure that it meets the minimum standards if this subsection.
Specifically, the treatment of the façade, entrances, awnings, and the base and
top treatments are all lacking in architectural interest. Additionally, a materials
legend and/or palette should be provided with the next submittal that better
illustrates the materials being proposed, the colors, etc. of the structure.
R. There is no predominant commercial or institutional (religious) architecture in the
immediate area. The congregation chooses to identify itself differently than the
nearby residential (limited to vertical, horizontal siding and asphalt shingles). A
compatible blend of stucco panel, stone accents and metal roofing will provide for an
interesting and diverse architectural design along the developing North Timberline
corridor, while allowing for future structures a compatible palette of materials
options.

The payment-in-lieu (PIL) cost is still $233.00/LF and will remain at this cost
through the end of 2021. Note that to the extent the payment is tied to building
permit issuance, if building permit review and issuance occurs after 2021, it's
likely that this dollar amount will increase.
At this time, the City of Fort Collins does not anticipate additional PIL costs
related to earthwork, since the applicant has indicated that they will bring the
elevation of the Timberline Road frontage down to the proposed future grade.

There are some discrepancies between street names on the plat and on the
utility plans. Please consult Waterfield Fourth Filing for the correct street names
west of North Timberline Road. For example, there is a road labeled "Garganey"
on the plat, and this is not a street name proposed in Waterfield Fourth.

on the utility plans and the plat.

Just south of the proposed access drive for the church, there appears to be a
honey locust tree that will not be removed, and the proposed sidewalk will need
to curve around the tree. The City of Fort Collins will consider an attached
sidewalk in this section due to space constraints.
R. We worked out saving this tree with Molly and Marc. We present all effects on the
future widening of North Timberline. We acknowledge the section of attached walk in

the future. We expect that the design of ultimate North Timberline Road by the City
maintain this design decision and maintain that tree in place.

Once the ultimate upgrades to Timberline Road are completed, cars will not be
able to make a left turn in or out of the church parking lot, due to the median
separating northbound and southbound traffic.
The eventual Development Agreement (DA) for this project will include language
stating that the developer and their successors understand that the proposed
access point from Timberline Road will become only right-in/right-out when the
future Timberline Road improvements are completed, due to the raised median
that will be constructed.

upgrades. We request the opportunity to review the design when the City is ready to
complete the ultimate arterial section.

The inflow curb/gutter dimensions shown on Sheet 16 of the Utility Plans do not
perfectly match the dimensions proposed by Waterfield Fourth Filing. Waterfield
is proposing inflow curb/gutter dimensions as shown on Construction Drawing
701 of LCUASS. If the applicant chose to install road and sidewalk upgrades
instead of providing payment-in-lieu, the applicant would need to clarify whether
they wish to use the dimensions shown on Sheet 16 of the Utility Plans or on
Construction Drawing 701 of LCUASS.
R. Our curb and gutter dimensions are for the onsite drive and parking lot
improvements and have nothing to do with Waterfield Fourth. We do represent the
correct curb and gutter on the future ultimate North Timberline Road typical street
section which does match Waterfield. We added Construction Drawing 701 to the
detail sheet.

Please provide information on the Yard Hydrant. If this is not considered a Fire
Hydrant meeting our requirements, an additional fire hydrant will be required for
the existing Post Frame Building as it is located over 300 feet from the
proposed hydrant. The addition of a fire sprinkler system can offset this
requirement if the occupant load is less than 300.
R. The yard hydrant is existing and has nothing to do with the fire suppression system.
You will notice the yard hydrant on the existing conditions plan. We have now

Based upon the area of disturbance or this project is part of a larger common
development, State permits for stormwater will be required since the site is over
an acre and should be pulled before Construction Activities begin.
The City Manager’s development review fee schedule under City Code 7.5-2
was updated to include fees for Erosion Control and Stormwater Inspections.
As of January 1st, 2021, these fees will be collected on all projects for such inspections.
The Erosion Control fees are based on; the number of lots, the total site disturbance,
the estimated number of years the project will be active and the Stormwater Inspection
Fees are based on the number of LID/WQ Features that are designed for on this project.
Based on the proposed site construction associated with this project we are
assuming 1 lot, 2.75 acres of disturbance, 2 years from demo through build out
of construction and an additional 3 years till full vegetative stabilization due to
seeding. Which results in an Erosion Control Fee estimate of $1974.06.
Based on1 extended detention basin, and 1 sand filter the Stormwater
LID/WQ Inspection fee is $665.
Please note that as the plans and any subsequent review modifications of the
above-mentioned values change the fees may need to be modified. I have
provided a copy of the spreadsheet used to arrive at these estimates for
you to review. I have included a copy of the spreadsheet used to calculate the fees
for your review.
The erosion and sediment control report and plan are in good shape and OK for
PDP. No additional comments.

A meeting is suggested to discuss the LID design and options on how to meet
City requirements.
08/10/2020: The variance for not treating the full required amount of LID is not
granted at this time. The City would like the development team to explore
additional design options to achieve the full LID requirement.
R. A meeting to explore additional design options was held on Monday, August 16,
2021. Plans have been updated based on discussion and agreements from that
meeting. The full LID requirement has been attained with a new rain garden facility.

08/10/2020: This site is required to treat 75% of its impervious area using a
LID technique if porous pavers are not being proposed. In the Drainage Report,
it states the intent was to design only for 50%. Please revise.
R. A rain garden facility has now been implemented that treats more than 75% of the
site’s new impervious area. The rain garden has been placed within the detention
pond area. The rain garden flat surface area has been placed above the mid-stage
level of the detention pond facility per City “New Thinking” LID criteria. We are
using the allowable 12" depth of bioretention sand media with the rain garden.

08/10/2020: A letter of intent is required for the off-site drainage easement that
is needed to release the drainage to the historic outfall to the east.
R. We have provided the letter of intent to George Holter, the owner Outlot A, Dix
Amended Plat for his review and signature for the off-site drainage easement that will

convey Voice of Truth runoff from the detention pond outfall point to the east. The
letter of intent will be provided prior to hearing.

The offsite outfall drains to a sump where up to 5 feet of standing water could
pond. The outfall design must meet the State's requirements for drain times.
08/10/2020: The proposed outfall has to be proven no negative impacts will
occur to downstream properties. The outfall needs to be investigated down to a
public drainage facility to determine if the outfall is adequate.
R. This is farmland east of the detention pond all the way to the Vine Drive outfall.
There will be no negative impacts downstream. It is the owner’s wish not to make any
additional downstream improvements but to let runoff continue to follow its historic
path. The outfall has been investigated to the nearest public facility and is well
documented in the Drainage, Erosion/Sediment Control and Erosion Control report.
Please refer to attached offsite drainage outfall exhibit included with this response
letter.

For Sand Filters, weed barrier and mulch of any kind are not sustainable as part
of the design. Sand Filters require maintenance every 2 years where a portion
of the sand media is removed. Every 6 years, sand media is replaced. Large
Sand Filters are not a great option in open areas where aesthetics is a concern.
Bio-retention is a better option and the cross section can be slightly modified to
accommodate the minimal depth available to the outfall.

What is the proposed ground material for the parking lot islands? Irrigated turf
or mulch is preferred over rock cobble. All trees in planting beds and parking lot
