Boxelder Sanitation District (BSD) has reviewed the Voice of Truth Tabernacle – PDP as:
Plat and Utility Plans for Voice of Truth Tabernacle.
The District hereby advises as follows:

Comments:
1) The proposed sewer is shown connecting to a manhole in Violet Cress within
Waterfield 4th Filing. This manhole has not been constructed since the subdivision has
not been constructed. The sewer in Violet Cress does not have a stub planned so it will
be necessary to coordinate how this sewer is extended across Timberline with the
developer of Waterfield. It is still not clear to us how the sewers construction will be
coordinated with Waterfield 4th Filing.
R. We realize we need to coordinate the sanitary sewer with Waterfield Fourth and
Northern Engineering. We have coordinated with Northern Engineering during design
and tried to coordinate providing a sewer main stub with Waterfield Fourth to the east
for Voice of Truth to tie into. But were unsuccessful. It is our intent to coordinate with
Waterfield Fourth during their Phase 6 construction to not only provide a stub to the
east, but to construct the sewer line to North Timberline Road. Our project would pay
for that additional installation. See discussion under item 3 regarding Waterfield
Fourth Phasing and see Waterfield Fourth Phasing Plan attached.

R. We have added data to our Supplement Note 16 on the Utility Plan Cover Sheet
regarding possible construction sequencing scenarios, cost responsibilities and
coordination with Waterfield Fourth.
2) Provide information showing that the proposed grade on the sewer in Timberline can
be extended under the Larimer & Weld Canal in the future.
R. Please refer to the North Timberline Road Plan and Profile sheet (Sheet 10). The
sanitary sewer can easily extend to and under the Larimer and Weld Canal in the
future.
3) It is still not clear to the District if a “temporary” on- site disposal system will be
constructed for the or the initial phase of the project. We could not find any information of
about what is to be installed initially and what triggers the next phase, which as we
assume would require the construction of the sewer system. If this is to happen, we will
also need some agreement that spells out the conditions of when the future connection is
made and more information on what is temporary.
R. There is no public sanitary sewer service to the Voice of Truth site at this time. An
interim On-site Wastewater Treatment System (OWTS) will be used until such time as
public sanitary sewer service is provided. Waterfield Fourth to the west of this site has
been approved by the City of Fort Collins. We have coordinated with Northern
Engineering and tried to coordinate providing a sewer main stub with Waterfield
Fourth to the east for Voice of Truth to tie into. But were unsuccessful. Waterfield
Fourth has not started construction yet. Our opinion is that the temporary OWTS will
be in service for quite some time because Waterfield Fourth is intended to develop in
phases and the manhole we propose tying into will not occur until Phase 6. Please
refer to attached Waterfield Fourth Phasing Plan provided to us by Northern
Engineering. Our intent at this time is to install the sewer service in the parking lot
since it is under paving and delay sewer main construction from Waterfield Fourth
until Waterfield Fourth Phase 6 construction begins. We have added data to our
Supplement Note 16 on the Utility Plan Cover Sheet regarding possible construction
sequencing scenarios, cost responsibilities and coordination with Waterfield Fourth.
We reference this note in several locations throughout the plan set. An agreement with
Boxelder is being prepared now. Thank you for the sample.
R. On a personal note, it seems like Waterfield Fourth should have the same
responsibility to service future development and they should have extended the sewer
line to North Timberline. It does not appear they were asked to show that sewer will
ultimately get under the Larimer and Weld Canal.
4) We received a drawing (sheet 7 of 19) dated July 2021. That drawing shows a 4-inch
service line connecting to MH- A2. This is the first time a 4-inch service has been shown.
We understand that the sewer service is part of the property owners private service and
BSD has not responsibility for that service. However, the 4- inch service is shown with a
0.50% slope. Standard slope for sewer service line is ¼ inch per foot (2%). Also, the
drawing needs to be revised to show the connection downstream of the MH, not at the
MH.
R. The sewer service slope has been revised to 2% and the service connection is now
shown downstream of the manhole.
5) Provide Boxelder Standard Notes to the drawings.
R. Boxelder standard notes have been added to the Utility Plans. Please refer to Sheet 3.
