NEIGHBORHOOD MEETING SUMMARY
FRIENDSHIP GROUP HOME FOR THE ELDERLY
WHEN: Tuesday, March 1, 1988, 7:00--9:00 p.m.
WHERE: Riffenburg Elementary School
ATTENDANCE: Sue Gwen and Dorothy Stout as the applicants and Debbie
deBesche representing the City Planning Department. Approximately 34 neighbor
residents were present.
COMMENTS AND CONCERNS:
1. Is this a profitable organization?
Response: Yes it is.
2. Will they still have to pay property taxes?
Response: Yes they will.
3. How many facilities do they have in Fort Collins?
Response: One other facility which is located at 6609 Debra Drive.
4. Could someone drive a car?
Response: The approval is conditional upon the elderly not driving nor storing
automobiles on the property.
5. What will be the number of Staff members?
Response: There will be three (3); one resident manager, one volunteer, and one
part-time individual.
6. What is the number of bedrooms in the house?
Response: A total of five (5), with two of the five in the basement. There are
also two (2) bathrooms.
7. Why did you pick this location?
Response: The applicants indicated that they liked the location and it was close
to the doctors.
8. The elderly people would be an asset if they are like the ones seen when
the neighbor was walking.
9. The covenants for this area do not allow this type of use.
Response: The City does not enforce or consider covenants as part of the
review process.
10. Neighbors are concerned that the applicants started up the activity prior to
approval of covenants and licensing.
Response: The City Zoning Department has issued a violation notice to the
applicant.
11. Do the applicants currently have a license to operate the facility?
Response: The applicant has applied for one at the State level. Also, the
applicants will not be able to obtain a permanent certificate of
occupancy without a valid license or other appropriate authoriza-
tion or copy thereof, from a governmental agency having jurisdic-
tion.
12. When was the licence applied for by the applicant?
Response: The applicants applied for State licensing the first part of February.
13. What is the fear of having senior citizens in the neighborhood? (A member
of the neighborhood asked other neighbors.)
Response: The neighbors at the meeting did not respond to this question.
14. Neighbors feel that this type of use opens the door to additional low
intense commercial uses. It is not particularly the elderly they object to.
Response: Each use would need to comply with the existing City Code and
review criteria.
15. Why this location verses a multi -family area?
Response: The applicants prefer this location and the R-L zone district allows
for this type of use as a special review.
16. What advantages does the single family unit have verses a duplex or
multi -family units?
Response: Same as #15.
17. Who owns the home?

Response: Sue Gwen is the owner of the house and the owner of the business
is Friendship Homes.
18. City won't let this turn commercial.
Response: This was a comment one of the neighbors made. I explained that all
uses would fall under the criteria of the City Code and the LDGS.
19. The neighbors feel that this use will lead to other commercial uses.
Response: Same as #18.
20. When did the applicant buy the property?
Response: Sue Gwen bought the property on October 7, 1987.
21. A comment was made that the elderly would be better neighbors than the
ones previously there. This comment was contested by another neighbor.
22. The neighborhood was meant for the owners to live in the homes.
Response: The City has no control over this issue.
23. There is a concern with what will be there in 2 years when the neighbors
have finally paid for their homes.
24. The people wanted to vote to see who was in favor of the proposal.
Response: Against - 29

25. The covenants have been tried twice before and have been upheld.
Response: The City does not become involved with covenants.
26. What happens when the people get sick?
Response: The applicant indicated that there will be a RN available and the
elderly will have their doctors.
27. There will be an increase in traffic. One neighbor noticed 4 cars there
one day. Traffic on Pitkin is a concern.
Response: The approval is conditional on the elderly not driving nor storing
automobiles on the property. The elderly will probably have
visitors, but the traffic is not anticipated to be much different
from that of a single family residence.
28. The group home began operation October 20, 1987.

Response: The City Zoning Department issued a violation notice to
the
applicants.
29. Neighbors feel that the owner is in it for the money.
Response: The City does not control this aspect.
30. With the Park Central Development to the south and the location of
the
hospital, plus this proposal the neighbors feel that the integrity of
the
neighborhood is threatened.
Response: The land uses existing and proposed must meet City Code and
the
LDGS.
31. Everyone wanted a copy of the minutes.
Response: I explained that they could contact me.
32. How can they operate without a licence?
Response: They can not operate with out the proper governmental approvals,
i.e.
City approval.
33. Some have a concern with getting older. The placing of group homes
is a
community problem when it comes to caring for the elderly.
34. Who is going to care for the yard?
Response: The applicants have a yard man.
35. Would the applicant agree not to sell the house to the hospital?
Response: The applicant agreed to this, but the City does not have control
over
this issue.
36. Some neighbors would like to thank the City and Debbie for having
the
meeting.
