Dear Gentlemen:
Staff has reviewed the request for preliminary and final P.U.D. for the
Executive Auto Center and offers the following comments:
1. The request to expand the pump room/office on the east side of the exist-
ing car wash has been approved by an administrative change to the Har-
vard P.U.D. Therefore, this aspect of the P.U.D. will not be reviewed and
should be shown on the site plan as previously approved. The approval
was for a 12 x 12 addition rather than a 10 x 12 as shown.
2. The following drainage concerns have been submitted:
a. The drainage sub -basin is not shown, please show flow at the concen-
tration points.
b. The Report addresses existing 10" C.M.P. and the drainage exhibit
shows the existing C.M.P. to be 8".
c. What and where is the final outflow of the C.M.P. for the capacity -
present 100-year flow?
d. Who's C.M.P. is it?
e. Area inlet with 4" diameter restriction over outlet pipe needs to be
detailed on the utility plan.
f. The Drainage Report and Plan need to be stamped by a P.E.
g. The volume of the pond must be verified for a C.O.

3. The plat should designate the detention area as
an casement.
4. The site plan legal description does not match the plat legal.
5. Please coordinate the sidewalk location shown on the grading
plan and the
location shown on the site plan.
6. There is a sewer line repay due for the sewer
line along the
cast property
line. The repay is in the amount of $4,164.20.
7. A 1" water service has been stubbed on to this
lot. Another
water service
will be required.
8. The parking stalls east of the lube shop must
be designated
as employee
parking only as these stalls would be blocked
by cars stacked in front of
the service bays.
9. Please state on the landscape plan that:

"All landscaping must be installed prior to a Certificate of Occupancy or
secured with an irrevocable letter of credit, or performance bond, or an
escrow account for 125% of the valuation of the landscape improvements."
10. Please show the location of the existing fire hydrant on the site plan.
11. There appears to be no designated trash enclosures for the lube and detail
buildings. Please show these areas and specify the enclosure material.
12. The title of the P.U.D. should also appear in the lower right corner.
13. The P.U.D. should address the potential number of employees during a peak
time. Please indicate how the proposed number of parking stalls will
accommodate the maximum number of employees.
14. The lube building lies on the east property line of the proposed lot. Since
the Building 1pode does not allow openings without a setback from the
property line, 'a 20 foot "Non Buildable" easement should be dedicated east
of the lube shop. In case the platted lots are separated by ownership, this
easement will ensure the lube shop will always have adequate setback and
protection from encroachment. The Planning Staff is presently investigat-
ing whether this easement should be in the form of an amended plat or a
replat of the existing lot or whether this easement could simply be handled
through the notification of a P.U.D. to the County Clerk and Recorder.
Staff will advise you of the proper implementation technique.
15. The landscape treatment along Harvard is heavily biased in favor of
juniper shrubbery. In order to add seasonal variety, Staff recommends that
the foundation wall of the lube shop be treated with deciduous shrubs
which achieve a taller height than the junipers. Similarly, the area
between the two Honey Locusts at the east driveway entrance could bene-
fit from a shrub bed featuring deciduous plantings to contrast the junipers.
16. Will the brick on the lube and detail buildings match the brick on the
existing car wash? If so, please indicate the color of the proposed brick.

This concludes staff comments at this time. Please note the following
deadlines for the May 23, 1988 Planning and Zoning Board:
Plan revisions are due May 5, 1988.
PMT's, 10 prints, and colored renderings are due May 16, 1988.
Final documents are due May 19, 1988.

and comments.
