The project is an expansion of the existing executive car wash located on West Harvard. On behalf of the owner Mr. Rowland Griffith, we request that the project be reviewed as a combined Preliminary/Final P.U.D. The project appears to achieve all goals and objectives consist- ent with Fort Collins planning criteria and should not be contri- versal. The project utilizes a vacant piece of property adjoin- ing the existing car wash and places appropriate auto -related use adjacent to the car wash. Statement of Appropriate City Land Use Policies Achieved by the Proposed Plan. Policy 3a. ''The City shall promote maximum Utilization of the Land Within the City." Explanation: The property is situated on the West side of College Avenue, an important N-S arterial street, and is within the City. The project is an ex- pansion of the existing Executive Car Wash located on over 50% of the site. This use will remain and become a part of the overall P.U.D. The land adjoin- ing the existing use to the West will be developed with additional auto relat- ed uses. Currently zoned HB, the project includes the existing car wash and a proposed 1920 S.F. detail shop and 1664 S.F. oil -change use. Policy 21. ''All levels of commercial development, including convenience ... shopping which have significant negative transportation impacts on South Col- lege Avenue will be discouraged from gaining their primary access from College Avenue.'' Explanation: The site is located 2 block West of College on West Harvard thus achieving its access from a street other than College Avenue. Policy 22. ''Preferential consideration shall be given to urban development proposals which are contiguous to existing development within the City limits.'' Explanation: As indicated, the project includes an existing established use and looks to utilize a vacant piece of property directly adjoining the exist- ing use. By its location on West Harvard, the project takes advantage of ex- isting urban level services, utilities and facilities, including police and fire protection, water, sewer, electricity, gas, telephone and cable TV. It is served by urban level streets with curb gutter and sidewalks. Policy 26. ''Availability of existing services shall be used as a criteria in determining the location of higher intensity areas in the City.'' Explanation: The property is served by existing gas, water, electricity, tele- phone, sanitary and storm drainage facilities. On -site detention will be pro- vided for the proposed new uses on the vacant ground adjacent to the car wash. Policy 49. ''The City's Land Use Policies Plan shall be directed toward mini- mizing the use of private automobiles and toward alleviating and mitigating the air quality impacts of concentrated use of automobiles.'' Explanation: Since the car wash is a viable operation that draws traffic to the site, impacts on air quality could be reduced due to concentration of other auto -related functions on the existing site. B. Project Description The project located 2 block off College Avenue on West Harvard provides the opportunity to incorporate a vacant parcel of land as a part of an existing established compatible use. The executive Car Wash operates as a single use of an approximately 31,212 S.F. site. The adjoining property, 20,000 S.F., will be planned with a detail shop and an oil change shop. The existing car wash has 8 bays all of which are self- service. It is the intension of this project to change one of the eight bays to an auto wash bay. The detail shop will function on an appointment basis and consist mainly of light detail functions. There are no plans to incorporate a body repair or paint shop into the detail building. The oil change use will function similar to other quick lube and oil change facilities now in use throughout the City of Fort Collins. Traffic patterns on site will be changed to accommodate the expected increase in traffic. Car stacking spaces, vacuum areas and dryoff areas are provided to accommodate the users. 41 A second curb cut is requested at the West end of the site to provide for pat- terned distribution of traffic on site. Two large trees on site will be main- tained as a part of the project. Other existing trees on site will be removed. The architectural character of all buildings will be compatible and similar in nature. (Reference Building Elevations.) The project does not include underground gas storage or surface gas pump systems. C. Developer and Owner The project will be operated by Rowland Griffith. D. Development Schedule The project will be developed in three stages. The First Stage will be the modifications to the existing car wash, installing the auto bay and relocating vacuum areas. The site work associated with the adjoining property will be completed along with the second curb cut. The detail and lube shop will become pads ready for the Second and Third Phases. In summary we believe the project to be well thoughtout and a logical expansion of the car wash to accommodate mixed auto -related uses.
