As a neighbor that would be directly effected by business
along Interstate 25, I find that the building of this motorcycle
business would not be a hinderance to the area. We live across
the field from the proposed building and don't feel that it would
cause any additional visual, sound or light problems. The only
concern we have is that it is close to Boxelder Creek, but feel
that the city and the future owners have addressed this potential
problem adequately.

The purpose of this letter is to inform you of my support for your approval of the above
PUD.
Our residence is in clear view of the proposed site. My wife and I have walked and driven
to the site to study it's desirability for this use many times, as we obviously would be
impacted by any adverse aspects of its' development.
We strongly feel Interstate Lands and Harley Davidson have done an extremely
commendable job and have "gone the extra mile" to appease all mitigating legal and
possible citizen concerns about the property.
We ask your favorable vote so they can proceed.

Harley Davidson - Final
Dear Mr. Haas:
I am writing in regards to the waterline crossing at the Harley
Davidson site. The city should seriously examine having the
water pipeline buried next to the Boxelder Sanitation's pipeline
that goes under Boxelder Creek. This 12" waterline is also
needed to service the Interstate Land PUD on the east side of the
Frontage Road, so asking the applicant to extend this pipe south
is not inappropriate since they will have to go that direction
eventually. The advantage of this route is that rather than an
aerial crossing, the waterline could go under Boxelder Creek.
I went out and examined the aerial crossing of an encased sewer
pipe that crosses Spring Creek and I have my concerns. There is
a worn dirt path that leads to that crossing on both sides of the
creek even though the public trail and bridge are adjacent. This
leads me to believe that pedestrians (most likely children)
prefer this crossing to the bridge. Because of the location of
the proposed aerial crossing on Boxelder Creek, I worry about the
safety of children who will be drawn to use the twenty to thirty
foot encased pipe that could be elevated as much as five feet.
These aerial crossings have no railing so it would be possible
for a child to fall into the creek and Boxelder Creek is a larger
creek which makes it very dangerous. I would hate to have
another tragedy as we have just experienced involving children
falling into waterways.
At present, the area is not developed where children are in the
proximity, but within ten years the area to the west of Boxelder
Creek will be developed residential. If we wait to address this
until the houses and children are there, it may be impossible to
relocate the pipe so it can be buried under the creek. By
burying the pipe now, we could eliminate a potentially lethal
situation in the future.

Regarding: Final Submittal for John's Harley Davidson
Assuming that the submittal for the above -referenced project now complies completely with the Prospect
Streetscape Plan, I have only one lingering concern: traffic on East Prospect.
I live about one-half mile west of the PUD. I have spoken at a previous P&Z Board meeting regarding the
Interstate Land PUD and written you once to voice my concern that development of the I-25 interchange will
push Prospect Road traffic to very unsafe levels.
East Prospect is already an overburdened roadway during peak traffic. I invite you to try to turn left off of
Summitview onto Prospect or left onto Prospect from Sharp Point Drive in the morning between 7:00 and 8:00 or
again in the afternoon between 5:00 and 6:00. It is not possible without substantial delay and great peril. And
talk about peril, try riding a bike on East Prospect!
I understand that the City's traffic engineers think they can improve traffic safety and flow with a turn signal at
Prospect and Summitview. I am pleased that they will be adding this signal in the near future.
But traffic control only treats a symptom of a problem that will grow in magnitude as the Interstate Land PUD
and other parts of the Prospect/ 1-25 Interchange are developed. Prospect Road in its current form, no matter
how much traffic control is used, can not support the traffic volume increase that will accompany development.
Prospect should be a 4 lane road with left and right turn lanes, traffic signals and bike lanes.
Granted, John's Harley will probably not add a lot of traffic to East Prospect. But at this point any increase in
traffic adds to an already bad situation. And what about other submittals within the PUD? Will they too be
evaluated in bite sized chunks? At what point do you look at the cumulative effect of development and then
rebuild Prospect Road to handle the volume increase before development occurs?
And please also consider who will pay for improvements on East Prospect. Certainly the citizens are responsible
for a part of the expense, because even without development of the interchange, improvements are needed. But
with development the need skyrockets, which means that the developers must pay their share. In all fairness to
the developers, their share of the cost for improvements needs to be understood early in the process so they can
make the right investment decisions. The fee they charge to their customers for land and rent will be much
different with a cost share for road improvements than without.
Please consider my concerns as you decide on the John's Harley Davidson submittal and any other I-25
interchange or Interstate Land PUD submittals. If you have a need for additional input, please do not hesitate to
call me.

Dear Mr. Davidson:
I am concerned that the Planning and Zoning Board's effort to
monitor and limit traffic consequences of the Interstate Land
Development may be difficult to implement. It is critical that
the procedure permit objective assessment of traffic generated by
each subsequent phase against the current Prospect Street traffic
levels. It is also important to demarcate the level at which
further development will be curtailed until Prospect Street has
been upgraded.
Therefore, I urge that the City's traffic planning department
develop guidelines that can be included into the Harley Davidson
Final PUD as well as each subsequent final as that development
builds out. In order to assure that data is collected in an
objective fashion, the guidelines should also stipulate that the
city engineers will conduct the counts. Further, I ask that
traffic counts be conducted at the Harley Davidson side of the
development and also at Prospect prior to construction in order
to establish baseline counts against which future counts can be
compared.
The Harley Davidson Final comes before the Planning and Zoning
Board March 25th. As you can see, unless a continuance is put on
the project, this needs to be addressed immediately. I would
like to obtain a copy of these guidelines before the March 25th
meeting.

RE: Harley Davidson in Interstate Land PUD
Dear Mr. Shoemaker:
It has recently come to my attention that a Harley Davidson shop is planned for development on
the Interstate frontage road near Prospect. With my background (a degree in Wildlife Biology
and work experience in Yellowstone National Park and Glen Canyon Recreation Area) and
having grown up in the area, I had some concerns about the impacts the development would
have on the creek that runs behind the property.
When I went out to the site and looked at the development plans, I realized that there has not
been enough of a buffer zone left for the creek. The area of the creek that passes by the
proposed lot is a series of cutbacks with steeply cut banks. Looking at past erosion from spring
floods and the proposed construction plans, there is not enough distance for bank stabilization,
erosion control, or wildlife habitat. Bank stabilization in the form of sloping the banks will
require more distance than what is provided by the plans. Stabilizing the stream by putting in a
retaining wall will jeopardize the wildlife and compromise the stream's natural integrity.
I feel very strongly that a larger buffer zone is needed between the development and creek_ The
creek is an important natural feature of that area, and impacts or changes arising in that stretch
will also affect the whole rest of the length of the creek. The project comes up for final review
on March 25, 1996 and your expedience in addressing this issue is necessary. Thank you for
taking these concerns into consideration.

Dear Mr. Haas:
I am very concerned about how close the Harley Davidson project
is to Boxelder Creek in the Interstate Land PUD. The site plan
that was presented at the neighborhood meeting last summer showed
the creek was sixty-five feet from the property line. Now I find
out it is less than fifteen feet from the property line. I am
very disappointed that you are going to allow this and I feel
this was misrepresented at the neighborhood meetings. As a
concerned citizen I feel a buffer zone put on the east side of
Boxelder Creek is critical to retain its integrity. This project
will be presented to the Planning and Zoning Board March 25th for
final approval so I ask you to address this as soon as possible.
At the very least I would like to have a continuance put on this
project until another neighborhood meeting is scheduled.
