College Ave. Fort Collins, Colorado 80522 July 24, 1996 RE: Box Elder Creek Aerial Crossing/Bored Crossing Cost Comparison Dear Mitch: As promised in our June 16, 1996 meeting with city staff we are pleased to present the cost comparison for the Interstate Land Waterline Crossing of the Box Elder Creek. This cost analysis involves comparing the costs of two alternate methods of crossing the creek. The first is an aerial pipeline crossing adjacent to a proposed pedestrian bridge on an alignment preferred by the city stormwater utilities staff. The second is a bored crossing at the original location of the aerial crossing near the Harley Davidson parking lot. The following table shows the cost for each alternate: AERIAL CROSSING Pipeline Crossing $26,448.00 Additional Pipe and Fittings $1,720.00 Pedestrian Bridge and Access Trail $22,460.00 AERIAL CROSSING TOTAL $50,628.00 BORED CROSSING TOTAL $49,530.00 As shown the cost for each alternate is practically the same. Costs for the aerial crossing include the cost of the pipeline and appurtenances necessary for the aerial crossing, additional pipe and fittings for the revised alignment, the pedestrian bridge and trail work to and 20 feet past the bridge. The source of costs for the pipeline crossing and additional pipe and fittings is the bid amount from the Interstate Land Waterline Contract. The Denver 303/458-5526 Mitch Haas Page 2 Interstate Land Waterline Box Elder Creek Crossing Cost Comparison Cont. source for the bridge is an opinion of probable costs derived from existing cost data and price estimates from pedestrian bridge fabricators. The source of the costs for the bored crossing is a quote from the contractor under contract for the Interstate Land Waterline Project. The quote is based on a preliminary alignment and design of the bored crossing. The length of the bore is 105 feet with 5 feet minimum cover between the top of the casing pipe and the channel invert. A minimum cover of 3 feet was specified by stormwater utility staff but contractors experienced in this method of construction suggest 5 feet of cover to insure maintaining the continuity of the channel bottom. While this analysis does not guide us to any conclusion based on cost, we can conclude that as long as the pipeline is deeper than 8 to 10 feet at the creek bank ELCO will not accept or approve the design for construction. This position was stated by Webb Jones in a letter to the developer Stan Whitaker and confirmed in a preliminary design review meeting July 22, 1996. A copy of the letter is included for your information. Further investigation into other alternate bored crossing locations along the creek in the vicinity of the Harley Davidson site produced no acceptable alternate alignments. Therefore we are proceeding to finalize the Interstate Land First Filing - Harley Davidson submittal with the aerial pipeline crossing. The crossing alignment will be in the location preferred by Mike Grimm and Basil Hamdan and will include the pedestrian bridge as proposed by Eldon Ward to the Planning and Zoning Board. J&493 1801 F. 2 RE: Boxelder Creek Crossing - Interstate Lands PUD Dear Mr. Whitaker: East Larimer County (ELCO) water District has facilities available to serve the Interstate Lands PUD. Water service for the first phase of the project requires that a 12" water line be installed across Boxelder Creek in the vicinity of the proposed Harley Davidson dealership. The original plan was to install the 12" water line beneath Boxelder Creek. A copy of the profile of the creek crossing that was originally proposed is attached. If installed as originally planned, the water line would have been approximately 19' below finished grade and within the parking lot for the proposed building. Construction of a water line that deep would have been extremely difficult and disruptive to the surrounding area. Maintenance of a water line within a parking lot at that depth is impossible. It is just too deep. To avoid problems associated with installing and maintaining a large utility line 19' under a parking lot, an aerial crossing of Boxelder Creek was designed. An aerial crossing is the only reasonable solution to extending a water line across Boxelder Creek at the location required to serve the proposed Harley Davidson dealership.
