Dear Eldon,
As requested, the following is a letter of explanation stating the reasons that the Interstate Land
P.U.D., First Filing (Harley Davidson), Final site falls under the standards of the "Interchange
Style" of the Prospect Road Streetscape Program.
On page I-1 of the Prospect Road Streetscape Progrun, entitled "Procedure," it is stated that:
The following standards and guidelines are intended to be used as a design aid by
developers proposing projects in the Prospect Road Corridor; and as an evaluation tool
by the City staff and the Planning and Zoning Board in their review processes. These
standards and guidelines apply only to projects located in the Prospect Corridor
as described in Part One, .. .
The important part of this quote, for the purposes of this letter, is the portion that says "as described
in Part One." Later, on the same page (I-1), it is stated that "A specific section of the Standards and
Guidelines applies to each District as defined in the Analysis section." The "Analysis" section is
included in "Part One" (pages 27-28).
The Analysis section defines four distinct districts within the Prospect Road Streetscape Program's
area of influence. One of these districts is entitled the "Highway Corridor District" with a subtitle
which reads "I-25 Interchange Influence." The diagrams which delineate this area clearly include the
site of the Interstate Land P.U.D., First Filing (Harley Davidson), Final. These diagrams can be
found/referenced on both page 27 and page 28 of the Prospect Road Streetscape Program.
In addition, it is stated throughout the document that the Interchange Style/I-25 Interchange Influence
is bounded by Boxelder Creek (i.e., pages 28, V-2, V-4, and V-18); the Interstate Land property is
bounded by Boxelder Creek.

For all of the reasons described above, it is our interpretation that the Interstate Land P.U.D., First
Filing (Harley Davidson), Final site falls under the standards of the "Interchange Style" of the
Prospect Road Streetscape Program.
