With the idea that the former CSU property will redevelop sometime in the future let's chat about what might be the best interim or permanent solution for the pedestrian connection. Response: Per discussion with the City, the following note is being added to the plans: A 6-foot wide crusher fine pedestrian walkway shall be constructed to connect the sidewalk system of Timberline Multi-family to the existing sidewalk system of S Timberline Road in the approximate alignment shown. This connection is meant to be temporary in nature and is expected to be modified with the future of the development of 3028 S Timberline Road (parcel # 8729200915). Construction, maintenance, and management of the walkway will be covered under a private agreement which includes Timberline Church, Colorado State University, Tetrad Property Group, or future representative(s) thereof. Response: a temporary agreement between the developer and the church owner will be established to facilitate construction. Department: Traffic Operation Contact: Spencer Smith, 970-221-6820, smsmith@fcgov.com Topic: General Comment Number: 1 Comment Originated: 01/24/2022 03/18/2022: FOR FINAL APPROVAL I think that there still needs to be at least a ramp to provide a crossing location to the church site, somewhere toward the southwest part of this site. For someone to have to go all the way along the private drive from the south part of the site to the north to get to a suitable crossing is not reasonable. A good location may be somewhere that aligns with an existing church drive aisle. 01/24/2022: There are a few locations along the main drive aisle into the site that may need some pedestrian ramp/crosswalk striping revisions. At the far southwest end of the drive, there is no ramp to take pedestrians north into the church parking lot sidewalk. Along the curve of the drive aisle, near the double existing crosswalks, you show one crosswalk to remain, but it doesn't lead to a ramp on the south side. Also, near the north end of the drive aisle, you have a proposed ramp that angles into the drive aisle intersection, rather than point north to the existing ramp. The existing ramp is not a directional one, which is the City's standard for public pedestrian ramps, but I'd prefer the proposed one to be, at least. Response: It is our recommendation to not provide additional accessible ramps along east side of the private drive to connect to existing sidewalks on the west side of the private drive. Existing sidewalks west of the private drive are not currently accessible and do not have complaint ramps. Constructing complaint ramps on one side of the road would create an unsafe situation by establishing a false sense of protection and a partial complaint route may lead to stranded pedestrians in the roadway. Upgrading the existing walks on the adjacent property to be fully complaint in their entirety is not feasible within the scope of this project. The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the proposed site construction associated with this project we are assuming 7 buildings, 12 acres of disturbance, 2 years from demo through build out of construction and an additional 3 years ‘til full vegetative stabilization due to seeding which results in an Erosion Control Inspection Fee estimate of $2431.96. Based on 2 number of bioretention, 1 bioswale, 1 number detention basin, and 2 number of underground treatment systems, the estimate of the Stormwater LID/WQ Inspection fee to be $2025. Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review. Response: Comment Noted, thank you. The plans will not be approved unless this issue is addressed. Please update the erosion control security estimate based on the updated plans after addressing the provided comments. Please note that the $9,000/ acre used in calculating the escrow amount is unreasonably high. Response: Additional protection provided to border of channel. There is no work being performed within the channel. However, seeding and landscaping has been provided to the property line in areas that currently lack vegetation. A permanent irrigation system will be provided for all landscaping. Refer to details on C392 for additional information on the stockpile management areas. Additional forebays have been added to the sidewalk chase outfalls. Additional annotation provided to identify the rain garden fore bays. Security estimate updated. 01/24/2022: FOR FINAL APPROVAL: Please ensure that the Erosion Control Plans provided include a individual sequence sheets in accordance with (FCDCM Ch 2 Section 6.1.3.2) Please ensure that the Erosion Control Plans, Escrows, and Reports include phasing requirements (FCDCM Ch 2 Section 6.1.3, 6.1.4, & 6.1.5) It seems that there will be a demolition phase for this project as well as a construction phase, please provide erosion control plans for the demolition phase as well as the construction phase. This project is adjacent to an existing development as well as wetlands. Extra care should be taken to limit construction access to the church area from the construction site and to protect the downstream channel at all times during construction. This would be the recommended option for the private water and fire services under the sanitary sewer as well instead of concrete encasement. Prior to the FDP approval please provide an estimate of the landscaping costs for the Natural Habitat Buffer Zone, including materials, labor, monitoring for a minimum of three years, weed mitigation and irrigation. We will then use the approved estimate to collect a security (bond or escrow) at 125% of the total amount prior to the issuance of a Development Construction Permit.
