Dear Steve:
We have reviewed the Interstate Land PUD proposal including plan sheets and Site Access
Study for Phase I development. We offer the following comments:
Right -of -Way The preliminary site plan shows an 80 foot right-of-way (ROW) for the west
frontage road. Please be aware that auxiliary lanes may be warranted and required on the
frontage road and the existing ROW width may not be adequate to provide those lanes as
well as borrow ditch. Section 2.9.3 of the State Highway Access Code requires that all
highway access improvements including pavement and drainage facilities be on public
ROW. Property required for those improvements shall be dedicated without cost to the
Department.
Access The preliminary site plan shows a total of 7 accesses to lots 1-8. There are no details
given of spacing or traffic volumes assigned to these access points. Be reminded that the
frontage road requires access planned in accordance with the Code. That includes
spacing, access design, and highway auxiliary lanes as warranted by the Code. None of
those details are included in this preliminary plan and are also not addressed by the site
access study.
The preliminary site plan shows a scaled distance of 850 feet from centerline of
southbound off -ramp to centerline of west frontage road. This frontage road was re-
aligned in the 1980's in order to provide increased spacing between those access points.
The traffic study does anticipate a signal at the northbound off -ramp and further analyzes
the intersection level of service assuming that signal in place by the year 2000.
Improvements to the existing Prospect/West Frontage Road intersection may be required
and an access permit will be necessary for any changes warranted and required.

I recommend that the City coordinate a meeting regarding frontage road access in order
that we may discuss the impact of this development, not only upon the frontage road but
also the frontage road/Prospect intersection which should be improved with warranted
auxiliary lanes.
This study assigned 5% of the site traffic to and from the north (State Highway 14 west
frontage road). The Department, the City of Fort Collins, and Larimer County are
currently discussing the possibility of re -aligning that frontage road connection to
Highway 14 in order to increase safety at the intersection which has experienced a high
accident rate.
I have not conducted a detailed verification of table 2 trip generation. I request the City
provide their comments regarding the site access study for my review.
Landscaping The preliminary landscape plan shows trees within the State Highway ROW. The
Department hesitates to allow trees in the ROW and reminds the City that landscaping
must be planned for proper site distance. It appears that site distance will be obstructed
by the current plan.
Our comments are based upon the submittal as received August 25, 1995. I apologize for not
meeting your September Ist deadline.
Thank you for the opportunity to review the Interstate Lane PUD. It appears that extensive
planning is warranted and will be required in order to permit access for the proposed uses. I can
