For your information, attached is a copy of the Staff's comments concerning
Interstate Land Annexation and Master Plan, which was presented before the Con-
ceptual Review Team on February 29, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to these
comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: February 29, 1988
ITEM: Interstate Land Annexation and Master Plan.
APPLICANT: G.T. Land Colorado Inc. c/o Cityscape Urban Design, 21 Old
Town Square, #242, Fort Collins, CO 80524
LAND USE DATA: Request for annexation, zoning and approval of a master
plan for 192 acres located west of 1-25 and north of Prospect
Road. The master plan includes a regional shopping center on
86 acres, business service uses on 30 acres, multi -family housing
on 28 acres and open space.
COMMENTS:
1. At the present time
the City has no facilities to provide electrical service to
this
site. The City
is planning to
bring power along the east side of I-25
and
along Prospect
Road to serve
the Seven Lakes project within the next
two
years. Ample
power would be
available to the G.T. Land site within
this
same time frame. (Light and
Power)
2. The East Larimer County Water District (ELCO) presently serving this site
probably would not be able to provide adequate water to produce the fire
flows required for development of this kind. There are no water lines
scheduled to be built in this area in the next five years. If you intend to
develop sooner or if you need a more definitive answer regarding the
availability of City water, please contact me and I will set up a meeting to
discuss your specific needs. (Water and Sewer)
3. The site is presently served by Boxelder Sanitation District. The City has no
plans for extending sanitary sewer service to this area in the near future.

4. The State has plans to replace the culvert crossing on I-25, enlarging the
capacity to the 100 year storm. The City's plan to combine the Cooper
Slough and Boxelder Creek drainage basins will not be implemented until
1995. (Storm Drainage)

5. The City has no immediate plans to extend a pedestrian/bike trail to this
area. However, given the amount of open space, a trail system will make
sense sometime in the future. (Parks and Recreation)
6. In order for the City to begin the annexation process we will need a legal
description for each area proposed to be a separate zone. (Planning)
7. A neighborhood meeting will be required. The tentative date is set for
March 29, 7-9 PM. The meeting place is yet to be determined. Please submit
an APO list including all property owners within 500 feet. (Planning)
8. The Director of Planning has waived the requirement for a first phase
preliminary, however a set of design guidelines for future development is
required. (Planning)
