implementing temporary changes in how we serve our development customers. As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to
impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring
options for mitigating impacts to our customers. As a result, we will be making some temporary service changes.Beginning Monday May 10, 2021, one additional week of review time will

FOR APPROVAL:Regarding the modifications to the offsite drainage channel, northeast of the site, I have the following concerns:This will require property owner permission to make these
changesResponse: Acknowledged. A letter of intent has been provided.The water surface impact of the channel encroachment and bridge encroachment will need to be documented. The drainage
report will need to confirm that there will be no impacts to adjacent properties. ** This will most likely require a backwater model. Please discuss further with me.**Response: Acknowledged.
Per discussions with staff, this design is part of a separate Trail project and the analysis would be completed as part of that process. However, an HY-8 analysis was conducted to verify
overtopping elevations along the north side of the swale. Swale top of bank was brought up slightly to keep all backwater flow within the swale. Please refer to the updated drainage
report narrative for additional information.Based on the documentation provided in the drainage report, this channel conveys 341cfs (Q100). Swales larger than 100cfs do not need to
follow the 133% freeboard requirement, rather they must provide 1ft of freeboard.Response: 1’ of freeboard requirement is met during normal flow conditions and a Hydraflow Express analysis
has been included in the appendix of the drainage report. However, during the 100-yr backwater condition 1’ of freeboard is impossible to meet because it is overtopping at the downstream
36” culvert crossing. The drainage report narrative goes into more detail regarding these two separate issues (normal depth v. backwater depth). How will the proposed bridge be hydraulically
designed? Will the bridge low chord be above the 100yr WSEL?Response: Per discussions with staff, this design is part of a separate Trail project and the analysis wouldbe completed

sooner, but I have some concerns with the impacts of a bridge over a wetland and a trail located between two wetlands (the HOA drainage and the railroad toe of slope wetland). These
wetlands are on marginally not naturalized and thus would avoid buffering requirements, however, placing the trail on the southern/western side of the HOA wetland would provide some
buffering.Response: The re-alignment of the trail spur is a separate project from the park site and has been removed from the BDR plan set. Off-site grading into the drainage is still
required for the park site. Existing, non-naturalized vegetation within the drainage area will be re-established with native seed, plugs, and shrub plantings. The proposed native species
re-vegetation is equal to or better than the current condition of volunteer species. Comment Number: 4 02/22/2022: INFORMATION ONLY: What is the plan with the two seed mixes?
Will they both be seeded at the same time? At separate times? Will weed management be conducive to areas with broadleaved wildflowers present?Response: The native turf - short grass
prairie seed will be applied initially and will be followed with the wildflower seed mix. The wildflower mix will likely be applied after a couple of seasons, once grasses are established.
The native turf – wet meadow seed to be applied within the bottom and side slopes of the drainage area. The wet meadow mix is entirely grass species. Comment Number: 5 02/22/2022:
