Staff has reviewed your planning review submittal for the Park
South P.U.D., Second Replat - Final, and has the following comments
to offer:
1. The Dennison Avenue alignment, as it meanders through this
development from Manhattan Avenue to the west, will cause
potential addressing and emergency access response time
problems. Maybe more street names are needed in this area, for
clarity.
2. How large of an easement is the "maintenance easement" that is
referred to in Note 8 on the subdivision plat?
3. Because of proposed construction of a fence on the west right-
of-way line of Manhattan Avenue, Public Service would like to
share space between the curb and sidewalk in Manhattan Avenue
with City Light & Power.
4. City light & Power has stated that it's difficult to tell from
the map where the existing facilities along Manhattan Avenue
are. It looks like the utility easement is behind the fence on
the homeowner's side. Light & Power would like to make sure
that their existing facilities are either accessible or can be
relocated to a location agreeable among the utilities. If they
need to relocate their facilities the developer will be
responsible for the associated costs.
5. The utility plans need extensive revisions. Many changes are
required for this to be a normal final plan.
6. A "broken back curve" on Rockaway Street must be redesigned to
a single curve or a compound curve.
7. The intersection of the west leg of Dennison Avenue and
Rockaway street is too steep. It must be a maximum of a 2%
grade.

8. Please see U.S. West's comments (attached).
9. Please see City Stormwater Utility's comments (attached).
10. There are drainage considerations along Manhattan Avenue that
must be addresses with this development.
11. There are fencing restrictions on Lots 30-43 due to their
interface with the drainage facilities in the area. Fences can
be 6' high but the `7 2' must be open.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on the agenda for the July 27, 1992 Planning and Zoning Board
hearing:
Plan revisions are due July 1, 1992 by 12:00 noon. Please contact
me for the number of revisions required for each document.
PMTIs, renderings, and 10 copies of final revisions (for the
Planning and Zoning Board packets) are due July 20, 1992.
Final documents (including the signed development agreement,
applicable mylars and utility plans) are due July 23, 1992 by 12:00
noon.
