HomeMy WebLinkAboutPARK SOUTH PUD, FIRST REPLAT - FINAL - 46-88D - CORRESPONDENCE - STAFF'S PROJECT COMMENTSDevelopment Services Planning Dement • r City of Fort Collins February 3, 1992 Mr. Phil Robinson Stewart and Associates 214 North Howes Street Fort Collins, Co. 80521 Dear Mr. Robinson Staff has reviewed the request for Park South, First Replat, Final P.U.D., and offers the following comments: 1. The P.U.D. site plan should delete those areas of the Park South Preliminary P.U.D. that are not contained within the First Replat. Since these deleted areas are to remain in preliminary status, it is unnecessary and confusing to show on a Final P.U.D. 2. Existing electrical facilities that will require to be abandoned, removed, or relocated will be done at the developer's expense. 3. U.S. West requires utility easements along the east property line of the drainage easement immediately south of Lot 10. Also, utility easements along Manhattan Drive should be wide enough to accommodate all utilities in addition to U.S. West. 4. The landscaping along Manhattan should be finalized with exact quantities, species, caliper sizes, and locations. This should be done on a separate landscape plan which may, or may not, be on a separate plan sheet. Please keep in mind that deciduous shade trees should be kept 40 away from streetlights, and ornamental trees should be kept 20 feet away. Also, horizontal distance from any underground utilities should also be indicated. 5. The "Land Use" data table should be revised to indicate the specific information relating to the 18 lots within the First Replat. 6. Similarly, the Legal Description should be revised. 7. Staff is concerned about the 15 foot minimum front setback and the potential for parked cars in the driveways to overhang the sidewalk. Variable front setbacks are encouraged, however, driveways should have a minimum of 20 feet in length to keep the sidewalks clear. 281 North Colle_e Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 8. The note on providing one street tree per lot should be moved over to indicate it will apply to the First Replat. Also, the note should appear in the text under the "Land Use" data table. Finally, the note should also indicate that Lots 1 and 18 will provide one street tree per lot per frontage, so that trees get established on Dennison Avenue as well as Stream Court. 9. Details should be provided on the surface treatment along the streetscape on Manhattan. Will this area be blue grass turf, dryland grass mix, irrigated or non -irrigated? Please specify. 10. Will there be a project identification sign? If so, please specify the location, size, materials, etc. 11. Fencing will not be allowed to cross the 30 foot drainage and utility easement along the southerly property line. The note on the Preliminary P.U.D. should carry over onto the Final P.U.D. site plan. 12. The "Typical Building Envelope" schematic that is on the plat can be deleted since this information is on the P.U.D. site plan. 13. The P.U.D. calls Manhattan an "Avenue" and the plat refers to a "Drive". I believe "Avenue" is correct. 14. The vicinity map on the plat indicates the old County -approved street layout. This should be updated. Also, the railroad, tracks are owned by Burlington Northern, not Union Pacific. Please add the location of Lopez Elementary and Troutman Neighborhood Park on the vicinity map. 15. The rear property line of Lots 1 - 10, and the side lot line of Lot 23 should not be crossed with driveway cuts for private access off Manhattan to individual lots. Consequently, the rear and side yard easements that are indicated on the plat should also contain language that these easements are "non - vehicular access". Also, please add a plat note that states: "Per the City of Fort Collins, there shall be no direct vehicular access to individual lots from Manhattan Avenue. 16. Both the plat and P.U.D. should provide easements and notation that owners of zero lot line homes retain a "maintenance easement" to paint, repair, etc., the exterior wall, gutters, roof, etc. that are only accessible from the neighbor's side yard. 17. Please indicate that the sign advertising future neighborhood convenience shopping center will be installed with this First Replat filing. E 18. Comments from Stormwater Utility and other utilities will be forthcoming from Kerrie Ashbeck. This concludes Staff comments at this time. Please note the following deadlines for the February 24,*1992 Planning and Zoning Board hearing: P.M.T.Is, 10 prints, colored renderings are due Feb. 18, 1992. Final mylars are due Feb. 20, 1992.
