File names should begin with the file type, followed by the project information, and round number. Example: UTILITY PLANS_PROJECT NAME_PDP_Rd2.pdf File type acronyms maybe appropriate to avoid extremely long file names. Example: TIS for Traffic Impact Study, ECS for Ecological Characterization Study. *Please disregard any references to paper copies, flash drives, or CDs. Comment Number: 4 02/14/2022: INFORMATION: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" in the command line and enter "0". Comment Number: 6 02/14/2022: INFORMATION: Temporary Service Changes - City of Fort Collins Development Review In order to continue providing thorough reviews and giving every project the attention it deserves, the City of Fort Collins is implementing temporary changes in how we serve our development customers. As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service changes. Beginning Monday May 10, 2021, one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Please also add a note to the plat explaining that the drainage easement in the southeast corner will be preserved as dedicated by the plat of Fort Collins Brewery and as partially vacated by the resolution recorded at Larimer County Reception Number 20170077793. Please see note 12 under surveyor notes regarding the southeast drainage easement. 02/28/2022: FOR APPROVAL - REVISED: On Sheet C3.00 of the utility plans, an existing 8-inch public sewer line is depicted darker than the existing sanitary sewer main in Lincoln Avenue. Please clarify on the plans that no construction will be involved in the transfer to private maintenance. Response Number: 2 Response: The public sewer that is being converted into a private sewer service has been hatched on the plan and clarified that no construction will be involved in the transfer to private. Comment Number: 4 03/02/2022: INFORMATION - NEW COMMENT: An excavation permit will be required so that an inspector can approve the water and sewer service abandonments. The City is currently working on this draft. Response: Noted Comment Number: 3 03/01/2022: FOR INFORMATION ONLY: Regarding the “future structure with columns in the rain garden.” Thank you for the explanation. Please note that structures are typically not permitted within rain gardens and doing so may require a variance as well as partial easement vacation since rain garden areas are dedicated in drainage easements. Response: Reference to columns in the rain garden has been removed. Comment Number: 4 03/01/2022: FOR APPROVAL: Please show the detention ponding areas on the Site Plan in the Planning Set and on the Grading Pan in the utility plan set. A reference to the previously approved Red Truck Brewing plans has been added for the existing pond’s detention area. Comment Number: 5 5 03/01/2022: FOR APPROVAL: See redlines for minor comments. Response Number: 5 Response: The stormwater redlines have been completed. Comment Number: 6 03/01/2022: FOR APPROVAL: PLAT COMMENTS: a. Please check for consistency in easement callouts between the plat and the utility plans. b. The existing drainage easement in the southeast corner of the site needs to be adequately incorporated into the current plat. This is a complicated easement that was dedicated by Fort Collins Brewery and then partially vacated by Red Truck. I have included this vacation document with the redlines. Please review and think though how to fully incorporate into this plat. Specific concerns I have are: - The square shapes need explanation and potentially meets and bounds or other geometric description. - The previous drainage easement vacation included a top elevation in the description, allowing the deck to overhang above the pond. this needs to be carried forwards with this plat. In the comment meeting you mentioned that you would prefer not to vacate and replat this drainage easement. This may be a good approach; however, I think it would be best for you to meet with City Engineering and City Survey to discuss how to best incorporate the drainage easement into the Plat. Response Number: 6 Response: Easement callouts have been corrected on the utility plans to match the callouts on the plat. Note 12 under surveyor notes has been added regarding the existing drainage easement at the southeast corner of the site. Comment Number: 7 3/4/2022: FOR INFORMATION: A stormwater site certification will be required upon completion of the project. This will need to include recertification of the final detention pond volume. Response: Noted. Comment Number: 8 03/04/2022: FOR RECORDING: Since this project will not have a "certificate of occupancy" at the end, we will need to determine another mechanism to ensure the drainage certification is performed, submitted, and accepted at the end of the project. The City does have an escrow option for the drainage certification, in lieu of holding a CO. This would be refunded to you upon completion of the drainage certification (minus a $200 administrative fee). Please let me know if this is an acceptable option and we can proceed with this. The escrow would need to be calculated and paid with approval of the FDP. Please contact me if you would like to discuss. These requirements include Section 26-306 Wastewater Discharge Permit Requirements and Section 26-332 Prohibitive Discharge Standards. A permit may be required depending on activities on the site; however, discharge standards apply to every customer, both large and small, regardless of what activities take place on the site.
