RE: Precision Drive and Brookfield Drive Cross-Section
Dear Staff:
Public safety and convenience, maintaining public use, and optimizing the use of limited physical capacity of
right-of-way are among the objectives of the Larimer County Urban Area Street Standards (LCUASS) – Repealed
and Reenacted August, 2021. It is with those considerations in mind that this variance request letter has been
prepared. This letter is provided pursuant to Section 1.9.4 of LCUASS to document the site condition proposed
to deviate from the current standards.
The criteria in question are the cross-section components for a Residential Local Street Section, as prescribed in
Section 7.4 of LCUASS. Under current Section 7.3 of LCUASS Precision Drive and Brookfield Drive would now
be classified as Connector Local Streets because the surrounding developments are a combination of
commercial and multifamily parcels. However, when Precision Drive and Brookfield Drive were designed and
built, they were classified as Residential Local Streets with right-of-way widths of 51’. Prior to the July 2021
revisions to LCUASS Chapter 7 Figures 7.1F – 7.13F, the city requested that The Savoy redo Precision Drive
and Brookfield Drive to match the Connector Local Street (Figure 7-8F) standard from September 2016. The
city’s reasoning was that they were getting complaints from surrounding neighbors that the Precision Drive and
Brookfield Drive feel too packed, and vehicles were having a hard time safely navigating the congested
roadways. Additionally, the city expressed a desire to bring these streets up to current LUCASS standards.
Therefore, to alleviate congestion on the roadway The Savoy is proposing to install 7’ deep inset parking spots
along the north side of Precision Drive and west side of Brookfield Drive. By moving the on-street parking into
these inset spots the roadway will be increased by 7’ bring the total width of the travel lanes from 16’ to 23’.
The current Connector Local Streets travel lane is 20’. Therefore, Precision Drive and Brookfield Drive will be
exceeding the current travel lane standards while also still providing on-street parking. However, with this
revision it is imperative that The Savoy be allowed to use attached walks along Precision Drive and Brookfield
Drive because of existing electrical, gas, and storm infrastructure located along the north side of Precision Drive.
The variance requested in this letter will not be detrimental to public health, safety, or welfare. The variance
requested will help alleviate vehicular congestion without having to move centerlines or existing utility
infrastructure. The requested variance will not have an adverse impact on the City’s capital and maintenance
costs, nor are they expected to reduce the design life of the respective improvements.
