RE: Intersection Spacing – High-Volume Drive
Dear Staff:
Public safety and convenience, maintaining public use, and optimizing the use of limited physical
capacity of right-of-way are among the objectives of the Larimer County Urban Area Street
Standards (LCUASS) – Repealed and Reenacted August 1, 2021. It is with those considerations
in mind that this variance request letter has been prepared. This letter is provided pursuant to
Section 1.9.4 of LCUASS to document the site condition proposed to deviate from the current
standards.
The criteria in question is the distance between high-volume driveways and intersections for a
Minor Collector, as prescribed in Section 7.4 of LCUASS. The proposed high-volume driveway off
Cinquefoil Lane does not meet the required 175’ intersection spacing from Le Fever Drive. The
proposed high-volume driveway is measured at 157’, per LCUASS Figure 9.1, which is 18’ short
of meeting the required spacing.
The Savoy is pursuing a variance request because the project property (Brookfield First Replat –
Parcel M) has lost developable space due to dedicating additional right-of-way for all four
surrounding streets (Le Fever Drive, Cinquefoil Lane, Brookfield Drive, and Precision Drive) to
accommodate the new LCUASS standards and cross sections. Additionally, there is an existing
42” RCP pipe at the southwest corner of the site that is requiring additional easement be
dedicated to it to bring it up to the current FCSCM Section 9.4.2. During The Savoy’s first round
PDP (PDP210019) staff review meeting city staff indicated that an additional entrance off
Cinquefoil Lane would help improve circulation. Prior to proposing this third high-volume drive
entrance off of Cinquefoil Lane The Savoy was meeting LUC Section 3.2.2 requirements with its
two entrances - one off of Le Fever Drive and one off of Brookfield Drive. However, The Savoy
project team and ownership agree with city staff that an additional entrance off Cinquefoil Lane
would be desirable and ultimately improve the site’s vehicular circulation. Lastly, per the Traffic

From the long-range analyses [worse case] in the transportation impact study, the 95th
percentile queues (northbound approaching Le Fever and southbound approaching the
West Site Access) will be less than one vehicle in the peak hours. Therefore, there will
not be any conflicting left-turning vehicles in the substandard segment of Cinquefoil
Lane between Le Fever Drive and the West Site Access.
The variance requested in this letter will not be detrimental to public health, safety, or welfare.
The requested variance will not have an adverse impact on the City’s capital and maintenance
costs, nor are they expected to reduce the design life of the respective improvements.
