Box 580 - Fort Collins, CO 80522-0580 - (970) 221-6750 - FAX (970) 416-2020 CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins MEETING DATE: September 29, 1997 ITEM: Hewlett-Packard Building Four APPLICANT: Hewlett-Packard Corporation, 3404 East Harmony Road, Fort Collins, CO. 80525 c/o Mr. Tom Peterson, Blackfox Commercial Real Estate, 3555 Stanford Road, Suite 204, Fort Collins, CO. 80525. LAND USE DATA: Request for new Building Four for a fabrication plant for the manufacture of wafers and chips for integrated circuit boards. Building would be at least 200,000 square feet and would exceed 40 feet in height. Building Four would be attached to Building Two in the northwest portion of the site. Secondary uses include warehouse and chemical storage. COMMENTS: The Land Use Code allows for the new building to be processed as a Minor Amendment as long as the square footage does not exceed 25% of the total floor area on the entire property. There are concerns, however, that given the magnitude of the project, the requirement for Utility Plans, and the Special Height Review, that this project is beyond the scope normally associated with a Minor Amendment. It is recommended that the project be submitted as a Project Development Plan to be considered as an Administrative Review (Type One) by the Director or Hearing Officer. This is similar to the old I-L (Limited Industrial) Site Plan Review that has been used on the existing portions of the campus. Also, please note that if the building exceeds 40 feet, a special height review must be submitted in accordance with Section 3.5.1(H)(1) of the Land Use Code (pages 68-70). 2. The site will continue to be served by the City of Fort Collins Light and Power Utility. It is anticipated that adequate electrical power is available in the area to serve the site and the expanded facilities. A 750 line has just been brought into the site for power needs. Please arrange a meeting with Allen Boushee, Engineering and Operations Manager, 221-6700, to discuss panel size, entrance capacity and other electrical service needs. The. site will continue to be served by the City of Fort Collins Water and Wastewater Utility. If the water tap in C.R.#9 is to be utilized, then a meeting with Water and Wastewater should be arranged. If Building Four is to be served by internal private service lines, then there are no comments from the Water and Wastewater Utility. At the time of submittal, an overall site plan should be provided showing the utility service lines that feed the site. The building envelope for Building Four must not be so large as to encroach into the mandatory 60 foot yard area required for existing buildings under the 1991 Uniform Building Code. 5. The City of Fort Collins presently operates under the 1991 Uniform Building Code. We are in the process, however, of adopting the 1997 U.B.C. We anticipate that the public comment and adoption period may extend into the early part of 1998. Whatever Code is in effect at the time of the Building Permit Application will be the Code by which the project is reviewed. Please be aware of the City's U.B.C. adoption process and plan accordingly. 6. The City has adopted its own model energy code as a supplement to the U.B.C. Please be aware that there are requirements for interior lighting to promote energy conservation. For further information on the present U.B.C., the 1997 U.B.C., or the model energy code, please contact Sharon Getz, Commercial Plans Examiner, 221-6760. 7. The site is located in the Poudre Fire Protection District. Building Four will be classified as an "H-4" occupancy. A Hazardous Material Impact Analysis and Hazardous Material Management Plan must be submitted to the Poudre Fire District for review and evaluation. If the building is more than three stories in height, the existing fire pump should be tested to verify sufficient capacity. If the fire extinguishing agent, Halon, is to be used, then the applicant's engineering consultant must present proper documentation to the Poudre Fire Authority to determine acceptability in this application. Please be aware that Articles 79 and 80 of the 1991 Uniform Fire Code must be complied with for Building Four. The Poudre Fire District anticipates that the 1997 Uniform Fire Code will be adopted in the Spring of 1998. During construction, the site must be managed for dust control in accordance with the requirements of the Colorado Department of Health. Dust control of construction sites is administered locally by Myrna Hansen with the Larimer County Department of Health. Please contact Myrna Hansen to obtain the necessary permits. The information is found on the handout. Also, please check with Larimer County regarding the need for an Air Pollution Emissions Notification. 10. The site is located in the Fox Meadows Drainage Basin. The storm drainage fee in this basin is $6,468 per developed acre. This fee is paid at the time of building permit issuance. A master drainage plan has been conducted for the entire H-P facility. Building Four must conform to the design parameters and requirements of this master plan. At submittal, a Drainage Report, Grading and Drainage Plan, and Erosion Control Plan must be prepared by a licensed (Colorado) professional engineer. The Drainage Report must also demonstrate how Building Four complies with the master drainage plan. For further information, please contact Glen Schluter, Senior Stormwater Engineer, 221- 6589, for further details. 11. The quality of stormwater runoff will be the subject of new regulations in 1998. Pre-treatment of stormwater before discharge off the site may be required for Building Four depending on when the plan comes through the review. process. The Street Oversizing Fee for the manufacturing operation will be $9,720 per developed acre and for warehousing, $7292 per developed acre. For an estimate of these fees, please contact Matt Baker, 221-6605. This fee is paid at the time of building permit issuance. 13. At the time of submittal, a Utility Plan set must be included meeting the requirements of the Engineering Department. 14. At the time of submittal, a Traffic Impact Study must be included meeting the requirements of the Transportation Department. A handout is available to assist the consultant in preparing this study. Please note that in addition to evaluating the impacts of vehicle trips, the levels of service for pedestrians, bicyclists, and transit must also be evaluated. The Traffic Study should indicate whether there is preferential parking for - carpools and vanpools. Also, please indicate if Building Four will have locker and shower facilities for bicycle commuters.
