HomeMy WebLinkAboutPRESTON-KELLEY 2ND SUBDIVISION - FINAL - 54-88H - CORRESPONDENCE - STAFF'S PROJECT COMMENTSCommoy Planning and Environmentallrvices Current Planning City of Fort Collins September 27, 1999 The Sear -Brown Group C/o Jim Allen -Morley 209 South Meldrum Street Fort Collins, CO. 80521 Dear Jim, Staff has reviewed your documentation for the PRESTON-KELLEY 2"d SUBDIVISION (Two Lots) - Project Development Plan (Administrative Review, Type I, Land Use Code) that was submitted to the City on August 31, 1999, and would like to offer the following comments: Jim Hoff of the City's Mapping/Drafting Department stated that the legal description and plat map close; therefore, the submitted subdivision plat appears to be OK. 2. Doug Martine of the Light & Power Department stated that he had no comments regarding this request. 3. Dennis Greenwalt of AT&T Cable Services (cable television) stated that they would like to see a 13' wide utility easement along East Harmony Road and the Minor Road (County Road 9). 4. Basil Hamdan of the Stormwater Utility offered the following comments: a. There are several drainage facilities that serve both properties, such as the large drainage swale that runs along the north boundary of the properties and the detention ponds located at the east end of the proposed Lot 1 of the Preston -Kelley 2Id Subdivision. b. It is being recommended that, at the least, the larger drainage facilities such as the large swale and detention ponds be placed in a permanent public easement. Cross easements may be needed for smaller drainage facilities serving both lots, but they would not be required to be public. 281 North College Avenue • P.O. Alternatively, the applicant may choose to place the entire site in a blanket drainage, utility and emergency access easement while excluding all building envelopes from such easement. Jeff Hill of the Water/Wastewater Department stated that, depending upon the outcome of the discussions regarding the water and sanitary sewer service for the 2 lots, there may be a need for additional utility easements. Jim Slagle of Public Service Company of Colorado stated that PSC gas lines that cross from Lot 1 into Lot 2, or from Lot 2 into Lot 1, must be shown as centered within a platted 15' wide PSC easement. All PSC gas lines on the site should be field -located prior to the easements being platted to ensure that the gas lines fall within the easements. Jim can be reached at (970)225-7843 if you have questions about this comment. 7. Dave Stringer of the Engineering Department offered the following comments: a. All owners of interest (of the property being subdivided) must sign the subdivision plat as per Section 2.2.3(C)(3)(a) through (i) of the Land Use Code LUC). b. Revise the subdivision plat language to reflect the new language (see comments on enclosed red -lined plat). c� The necessary emergency/access easements must be included on and dedicated with this subdivision plat. d. Drainage easements that carry off -site flows from public or private property need to be in public drainage/utility easements. It is being suggested that you lay out building envelopes and dedicate the remainder as blanket easements. e� Additional street right-of-way adjacent to County Road 9 (possibly 15') and East Harmony Road (possibly 17') may be necessary. Please contact Dave, at 221-6750, if you have questions about these comments. General comments expressed by staff at the weekly Staff Review meeting on September 22, 1999 are as follows: 8. All owners of interest of the property must sign the subdivision plat. • • 9. There are drainage, utility and emergency easements that may be needed. 10. Additional street right-of-way may be needed along East Harmony Road and County Road 9. 11. The "Minor Road" along the west side of the property, as shown on the subdivision plat, is actually County Road 9. The plat should be changed to reflect this. 12. An administrative public hearing has been scheduled for Tuesday, October 12" at 2:00 p.m., in conference rooms 281 C&D. The date needs to be confirmed with Bob Blanchard, who will be conducting the hearing. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Please return all drawings red -lined by City staff with submission of your revisions. Please submit 5 copies of the revised subdivision plat as soon as possible.
