HomeMy WebLinkAboutHEWLETT-PACKARD MODULAR BUILDINGS RELOCATION - MINOR AMENDMENT - 54-88D & E - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESHewlett Packard- Modular Temporary Buildings Minor Amendment Statement of Planning Objectives The Hp modulars are intended to provide short term relief for an office space shortage for Hewlett Packard's Fort Collins campus. Hewlett Packard is currently experiencing rapid growth within their industry. This growth has spurred the need for additional office space and fabrication capability. The building 4 project which is being submitted to you in parallel with this submittal represents their efforts to increase production capacity. This submittal represents HP's effort to keep up with office needs. In addition they are consolidating other uses from other campuses onto this site. As part of this effort, HP is looking long range at their permanent needs through the Harmony Technology Park and possibly another office building on -site. Because of the rapid growth of the company they are in a difficult position of trying to meet customer demands. Their planning, out of necessity, has required them to develop the fabrication facility first. The fabrication facility has longer construction lead time requirements, and also requires ample room for construction staging. The modular units are intended to act in a holding capacity until the fabrication facility is in place and HP has an opportunity to assess the needs on this campus more precisely. Our request for approval on this project is based on the following measures that are intended to meet the intent of the Land Use Plan and also provide assurance that the modulars will be temporary in nature. The perimeter of the site will be landscaped to buffer parking in accordance with the Land Use Code. In this case, however, more mature trees than are usually used will be transplanted from existing locations on -site and will be planted as the buffer plantings. This will result in a more mature appearing landscape at the time of installation. 2. The temporary parking will be paved with asphalt. 3. A separate "Parking Area Landscape Compliance" overlay landscape plan has been prepared that indicates a landscape treatment that would be sufficient to meet the City Code. This plan has been prepared as a plan that can be implemented and used by the City for estimating an escrow requirement. The overlay can be used by the City in the event the permanent landscaping is not in place or the modulars have not been removed at the end of the permit timeframe. 4. HP will establish a bond or escrow in the amount of 125% of the estimated cost of the landscape portion of the temporary parking. 5. The approval for this temporary parking will be for a period of 3 years with the possibility of two 1 year extensions.
